摘要
区域政府间协同治理大气污染的前提是政策协调。本文在借鉴前人对政策协调模式划分的基础上,结合京津冀区域大气污染治理实践,系统梳理"科层式政策协调模式""市场式政策协调模式""网络式政策协调模式"治理绩效的基础上,提出了京津冀区域大气污染治理的未来图式:整体性政策协调模式。其中科层式政策协调模式对应传统科层制管理时期的理论思维,市场式政策协调模式对应新公共管理时期的逻辑思维,网络式政策协调模式对应网络治理时期的治理思路,整体性政策协调模式则对应整体性治理时期的理论思维。整体性政策协调模式是破解京津冀区域大气污染公地悲剧,消除孤岛效应,最终走出碎片化治理格局的良方,是合乎京津冀区域大气污染治理本真价值的图式愿景。
Policy coordination is a prerequisite for regional governments to work together to control air pollution. This paper, with a reference to former divisions of policy coordination modes and based on the air pollution prevention and control practices in the Jingjinji Metropolitan Region, or Beijing-Tianjin-Hebei region, systematically reviews the performances of the bureaucratic policy coordination mode, the market policy coordination mode, and the network policy coordination mode, and puts forward a future schema for air pollution prevention and controlin Beijing-Tianjin-Hebei region: the integrated policy coordination mode.Among the above four modes, the bureaucratic policy coordination mode corresponds to the theoretical thinking in the period of traditional bureaucratic management; the market policy coordination mode corresponds to the logical thinking in the period of new public management; the network policy coordination mode corresponds to the governance thinking in the period of network governance; and the integrated policy coordination mode corresponds to the theoretical thinking in the period of holistic governance. The integrated policy coordination mode is an effective antidote to avert the tragedy of air pollution in Beijing-Tianjin-Hebei region, eliminate the island effect, and finally break out of the fragmented governance pattern. It is also a schematic vision that conforms to the original value of air pollution prevention and control in Beijing-Tianjin-Hebei region.
