国民经济动员信息化与后勤可视化协同发展的经济学分析

摘要
随着世界新军事变革的深入发展,信息化战争成为主要的作战形态。国民经济动员信息化正是顺应信息时代和信息化战争的要求而采取的重大举措。它作为将国民经济体系中的民用资源转化为国防资源的一种方法,与军队后勤的联系十分广泛,两者衔接和耦合的紧密程度直接关系到国家经济潜力向后勤保障实力继而向军队战斗力转化的有效程度。因此,进行国民经济动员信息化建设必须充分考虑军队后勤的发展现状。目前,为缓解后勤保障资源日益加剧的供需矛盾,我军正着手开展后勤可视化建设。选取何种发展思路才能使国民经济动员信息化建设充分兼顾后勤领域的这一深刻变革,让两者之间的衔接更为紧密、顺畅,从而形成成本低、效益高的经济动员信息化建设格局,是当前开展国民经济动员信息化与后勤可视化协同发展研究的出发点和落脚点。
     全文由导言和正文两大部分组成。导言部分,主要介绍了国民经济动员信息化与后勤可视化协同发展的研究背景、研究现状及研究方法。正文共包括四部分:
     第一部分,国民经济动员信息化与后勤可视化协同发展的理论基础。该部分首先对国民经济动员信息化及后勤可视化的概念进行了界定,分析二者的关系;然后结合协同的涵义,提出了国民经济动员信息化及后勤可视化协同发展的涵义及主要内容;最后阐述了国民经济动员信息化与后勤可视化协同发展的经济学基础和管理学基础。
     第二部分,国民经济动员信息化与后勤可视化协同发展的动因分析。该部分对国民经济动员信息化与后勤可视化协同发展的内在要求和外部环境进行了简要分析。
     第三部分,国民经济动员信息化与后勤可视化协同发展的总体构想。该部分主要是运用协同学原理,构建了国民经济动员信息化与后勤可视化发展模式。首先提出了国民经济动员信息化与后勤可视化协同发展的基本原则;然后分别从技术体系、功能体系和体制建设三个方面对国民经济动员信息化与后勤可视化协同发展进行了具体构建。
     第四部分,国民经济动员信息化与后勤可视化协同发展的配套措施。主要从思想观念、人才队伍、整体规划、沟通机制、基础设施和安全保密等方面论述了国民经济动员信息化与后勤可视化协同发展的配套措施。
     本文研究的创新之处在于:
     1、对国民经济动员信息化与后勤可视化协同发展涵义的界定
     根据国民经济动员信息化与后勤可视化的基本涵义及其相互关系,将协同学原理中关于协同的定义运用到国民经济动员信息化与后勤可视化的发展关系中,提出了国民经济动员信息化与后勤可视化协同发展的理论设想,并对其涵义及实质进行了阐述。
     2、对国民经济动员信息化与后勤可视化协同发展技术体系的设计
     针对国民经济动员信息化与后勤可视化协同发展对建立统一的技术实现方案的需要,重点从应提供的基础性服务项目和技术标准规范两方面,设计国民经济动员信息化与后勤可视化协同发展技术体系。
     3、对国民经济动员信息化与后勤可视化协同发展功能体系的设计
     针对国民经济动员信息化与后勤可视化协同发展对实现实时、准确、透明、高效的保障功能的需要,重点从应具备的基本功能和功能体系构建两方面,设计国民经济动员信息化与后勤可视化协同发展功能体系。
     4、对建设与后勤可视化协同发展相适应的国民经济动员体制的设想
     针对国民经济动员信息化与后勤可视化协同发展对拥有新型的以信息为主导的经济动员体制的需要,重点从组织体制、运行机制和制度建设三方面,设计新型的与后勤可视化协同发展相适应的国民经济动员体制。
Information-based war has become the main appearance of battle along with the thorough development of the world military reform. The informationization of national economic mobilization is just an important measure to meet the needs of the information age and information-based war. As an efficacious approach of transforming civil resources to martial ones, the informationization of national economic mobilization keeps consanguineous relation with military logistics. The degree of its joint work effects on energy transformation greatly, and influence the improvement of battle effectiveness by far. Consequently, the informationization of national economic mobilization must take the status of logistics development into account. At present time, we will commence to develop Logistics Visibility (LV) in order to lustrate the "Logistics requirement fog" and the "Logistics resource fog", and then alleviate the more and more serious contradiction between supply and demand. How to give an abundant attention to this momentous trend, and to make their coupling smooth and rigorous, therefore, to establish a small-wastage low-cost and high-benefit pattern, is the base of the study of the synergy between informationization of national economic mobilization and Logistics Visibility,
     The paper is composed of the introduction and the main body. The introduction presents the background and actuality, clarifies the theoretical foundation and way of study. The main body includes the following four parts.
     Part I , basal theory of study. This part first gives an outline of informationization of national economic mobilization and Logistics Visibility. Then, based on their connection and the meaning of synergy, it defines the connotation and main contents of synergy between informationization of national economic mobilization and Logistics Visibility.
     Part II, reason analysis of the synergy between informationization of national economic mobilization and Logistics Visibility. This part analyzes the necessity of the synergy development, involving both intrinsic factor and extrinsic factor.
     Part III, overall speculation of the synergy between informationization of national economic mobilization and Logistics Visibility. This part constructs the development pattern of the synergy, which is the kernel of the dissertation. It puts forward the basic principle of synergy firstly, and then establishing the synergy pattern from the following three aspects as technical system, functional system, and institutional system.
     Part IV, integrated measures of the synergy between informationization of national economic mobilization and Logistics Visibility. This part discusses a series of integrated measures of synergy from the following aspects such as the thought and idea, talented person's troops, whole programming, communication mechanism, infrastructure, safety keep and etc.
     The paper brings forth new ideas in four aspects.
     Firstly, defines the concept of the synergy between informationization of national economic mobilization and Logistics Visibility. The definition is based on the analysis of correlativity and conntation of synergy.
     Secondly, designs the technical system of the synergy pattern. In terms of the uniform technical standard, take out the basic service item and technical criterion.
     Thirdly, designs the functional system of the synergy pattern considering the function requirement of real-time, exact, transparent and efficient, design the elementary function system.
     Finally, designs the institutional system of the synergy pattern. In view of the development of the informationization, design the informationization institutional system which can accelerate the synergy system from organization, operation and institution.
