摘要

本文以非建设用地纳入城市规划体系文研究课题。对城市建设用地扩张过程中产生的侵占森林绿地、湿地、农田或其他一些不适宜进行城市建设的用地的现象进行研究,并寻找解决方法。
     本文第一章绪论部分从辨析非建设用地概念入手,通过对规划法规的定义加以分析,结合非建设用地规划研究的目的性,明确提出了非建设用地的概念,并分析介绍了国内外相似内容的研究,提出了研究的预期目标。
     本文第二章从分析非建设用地被建设用地占用情况入手,通过分析我国城市规划法规技术体系,尝试将非建设用地纳入到城市规划管理体系中进行有效控制。本章研究对非建设用地规划的编制提出了技术方法上得要求。
     本文第三章分析了判断非建设用地纳入规划的因子。从生态性、人文历史性、工程地质性、政策性等几个方面分析了哪些用地是应该作为非建设用地纳入城市规划体系中的。并初步研究了非建设用地规划的指标体系。
     本文的第四章是非建设用地规划的实例研究。本章对杭州市的非建设用地分为各个因子加以分析,确定了杭州市非建设用地类型、数量、分布和总体结构形态。通过纳入规划的非建设用地总体形态分析,形成了杭州市生态性总体规划格局。本章也通过网络或其他渠道取得无锡、成都、深圳等城市与非建设用地控制的规划资料并加以评析,学习这些规划中的经验,分析他们的不足。
     本文最后一章结语部分总结了此次研究得出的结论,并对下一步研究提出展望,对进一步的研究方向提出建议。
This thesis concern about taking the non-constructive land into city planning. Though investigating the phenomena of city constructive land invasion into forest, wetland, farmland etc.The thesis is divided into five chapters.Chapter one is introduction part. Begin with analyse the concept of " non-constructive land", combine with the aim of the research ,present the concept of non-constructive land" . and then reviewed a summary of related research papers in this field domestically and abroad. Bring up the target of this thesis.Begin with the analysis of invasion into non-constructive land. we analysis the laws and regulation system ,and try to control the transgression by taking non-constructive land into city planning . At the last of this chapter, we present the requirement of the "non-constructive land" planning technologically.In chapter three ,we analysis the factors of standard how to identify "non-constructive land", from the aspects of ecology, human-historiography, engineer-geology, and policy. Then explore the index sign system of non-constructive land planning.Chapter four is the case study of non-constructive land planning in hangzhou. We analysis all the factors of non-constructive land in hangzhou. And definitize the type, quantity, distribution, and the morph of non-constructive land in hangzhou. Then bring out the framework of the ecological planning . and also, we collect some precious data from internet and some other ways, compare with the situation ofhangzhou. We can refine the experience and point out the shortages.Chapter five is the epilog. We get some conclusions and give some propones to this issue.
