军队院校信息化建设理论与实践研究

摘要
随着信息技术在军事领域的广泛应用,军队的信息化建设已成为推进中国特色军事变革的核心内容,而军队院校的信息化建设将成为军队信息化的重要着力点,并为军队信息化提供强大的智力支持。本文以“十五”国家教育科学研究项目“军队院校建设发展理论与实践研究”为背景,对军队院校的信息化建设进行了系统、深入的研究。主要的研究成果有:
(1) 对军队院校信息化建设的概念、内涵和特征进行了界定,并运用对比分析法和现状分析法对其进行了深入的系统分析,提出了建设的指导思想和基本原则。
(2) 构建了军队院校信息化建设的体系框架,并进行了军队院校信息化建设的顶层设计。建立了军队院校信息化建设的基本模型,主要有:总体结构模型、信息化系统模型、信息资源模型等。
(3) 从教学、管理和服务三方面探索了军队院校信息化建设的应用模式和方法。
(4) 从组织领导、法规体系建设、人才队伍建设等不同角度探讨了军队院校信息化建设的具体对策。
论文围绕军队院校信息化建设的实际需求,所作研究涉及内涵、框架、建模、应用和对策等多个方面,研究的成果对军队院校信息化建设的实践具有较大的参考价值。
With the extensive application of information technique in military domain, the informationization construction of the troops has already become the core content of advancing the new revolution in military affairs with Chinese characteristics, and the informationization construction of the troops colleges must would be the key factor in the informationization construction of the troops. This Dissertation comes from the education science research project in the tenth five years plan: "The Theories and Practice Study on Troops College Information Developments" and put forward a systematic, scientific, deep research to the informationization construction of the troops colleges. The main research results list in the below:(1) Based on a clear definition of the informationization construction of the troops colleges, a deeply system analysis was carried out used the contrastive analysis method and the systematic analysis method, then the conduction principles and rules of informationization construction was put forward.(2) The architecture framework of the informationization construction was constructed, and a top-level design was proceeded, thus the main models of the informationization construction which was made up of the total structure model, the information systems model, the information resource model and so on was created.(3) The application patterns and methods of the informationization construction were researched from the aspects of teaching, management and service.(4) The detail countermeasure of the informationization construction was put forward which based on discussions in a lot of aspects, such as organization and leading, law and regulation construction and talents building.
Closely accommodated with the demands of the informationization construction of the troops colleges, the dissertation researched on many aspects such as principles, demands, framework, modeling, application and countermeasure. The study is of directive significance to the informationization construction of the troops colleges and and is referenced value to the reform and development of the military high education.
