沈阳铁通计费业务平台的设计和实现

摘要
随着电信业务种类的不断增多,以及各业务规范为满足市场竞争需要而进行相应变动的频度不断增大,面向单一业务的计费系统由于资源分散、灵活性低、维护难度大、生命周期较短,已难以适应电信计费的要求。因此,面向多业务,具备业务灵活性已成为电信计费系统发展的趋势。个性化、多样化的服务要求计费系统能够向用户提供不同形式的客户账单、不同的缴费方式、不同的费用查询方法、不同的缴费周期。
     本文通过分析铁通公司计费系统目前存在的问题和实际的业务流程,提出了计费业务平台的解决方案,开发了铁通公司计费系统。铁通公司计费系统分为三个子系统,话单采集子系统、工单管理子系统和计费营收子系统。采集系统主要负责话单文件的收集,其主要功能是将脱机或实时采集到的文件进行标准化,最后上传到计费主机。工单处理主要负责将营业系统传送过来的工单进行分类、识别,按不同工单种类对用户资料、账户资料、用户优惠、账户优惠以及用户占用资源等数据进行修改。计费业务处理就是对采集后成功上传到计费主机的话单进行计费处理。
     本文分析了电信计费系统的背景和国内外的发展现状,详细的讨论了计费系统实现需要解决的主要问题,对系统整体及需求进行了详细分析,提出了系统的设计方法。对计费系统的关键模块给出了具体的实现技术和实现方法。并对设计好的系统进行了测试,给出了测试过程与结果。最后,对论文工作做出了总结,提出了展望。
With the increment of the types of telecommunications services,as well as the continuous increment of the change frequency of service standards in order to meet the needs of the competitive market,the single service-oriented accounting system is unable to meet the requirements of the telecommunications billing due to scattered resources,low flexibility,high maintenance difficulty,short life cycle.The individualized and diverse services need the fee system to offer customers different forms of custom bills,different paying manners,different inquiry manners and different paying periods.
     By analyzing the current problems and actual business processes of the fee system of the CTT company,a solution of billing service platform is proposed,and the CTT company develops the fee system.The fee system of the CTT company is divided into three sub systems,which are billing collection,work order management,billing revenue.The billing collection is applied to collect phone billing documents,and the main function is to make the documents standardize which are collected by the offline and real time,uploading them to the mainframe finally.Work order management is to category and identify the worker order which are transmitted by the business system.And according to the different kinds of work order to revise the data of the customer information,account information,preferential customers,preferential account and customers accounted resources.Main functions of the fee operation management is to make the phone list cost which are collected and uploaded to the mainframe successfully.
     This thesis analyses the background,the domestic and foreign status of telecommunication Ticket Billing System,briefly discusses the main question that the system must be solved,analyzing the whole systems descriptions in detail,and it elaborates requirement analyses and system architecture.It also elaborates how the system key modules are designed and implemented.And some testing processes and results are presented.At last,the achievements are concluded in the thesis.And the prospect is given.
