沈阳城区居家养老服务的实证研究
摘要
1999年，我国整体步入老龄化社会。老龄化速度之快，人数之多都是我们始料未及的。随着市场化经济的发展，单位福利逐渐被削弱，养老的重任就落到家庭的肩上。而计划生育政策的实施，使得我国的家庭结构由大家庭演变为4-2-1结构，传统的家庭养老已不能满足现在的养老需求。而机构养老，虽然有着专业的优势，但多数老年人不希望离开自己居住的环境，不愿意到机构养老；再加之养老机构自身的困境，使得机构养老不能完全肩负起社会养老的重任。在这样的前提下，积极探索新型的居家养老模式对解决我国的社会养老问题就有着至关重要的作用。新型的居家养老是指老年人居住在家中，由专业的社会机构来提供老年人日常所需要的各种服务，让老年人在不离开自己熟悉的环境下享受到专业的养老服务。这种新型的居家养老不仅可以缓解传统家庭养老的压力，还能促进就业，带动第三产业的发展。笔者在实地调研过程中，发现目前沈阳城区居家养老服务的问题，即社区与养老机构各自为政，且都无法全部满足老年人对不同类型的居家养老服务的需求。所以，笔者提出让养老机构入驻社区，与社区联手为老年人提供多元的优质的居家养老服务。
本文共五部分：
第一部分：简要介绍了本文选题的研究背景、研究意义、研究方法等，并对国内外学者的研究进行梳理，总结。
第二部分：介绍沈阳市居家养老服务现状，产生的问题及对问题的分析。
第三部分：为了更好地了解沈阳城市社区居家养老服务的实施状况，选取了沈阳市皇姑区北陵社区、大东区荣乐社区、铁西区铁西广场社区三个社区的9名70岁及以上的老年人为调查对象，了解了当前沈阳城市社区居家养老服务实施出现的问题，并对问题进行了分析。
第四部分：为了更加深入的分析问题，选取了沈阳市铁西区的松蒲博爱护养中心为此次的调查对象，详细了解了目前机构的运行状况，及在社区化的过程中出现的问题，并对问题进行了分析。
第五部分：结合笔者的实地调查，对目前沈阳城市社区居家养老服务出现的问题提出几点政策建议。
In1999, China's overall step into aging society. The high speed of aging, thelarge number of the aged is our unexpected result. With the development of marketeconomy, the welfare of the unit is gradually weakened, and the responsibility ofraising the aged falls on the shoulders of the family. While the family structure inChina evolved into a4-2-1structure by the extended family, since we executed theimplementation of family planning policy. The traditional family pension alreadycannot satisfy the needs now. Though pension institutions have professional services,most of the aged don't want to leave their own living environment to move into theinstitution. Coupled with the pension institution's own plight, they cannot fullyshoulder the important task of the social pension. In this premise, actively explore thenew home-based care model to solve the problem has a vital role. The newhome-based care refers to the aged who live at home, enjoy the professional servicesoffered by the professional institution. This new type of home-based care can not onlyease the pressure of the traditional family pension, but also to promote employment,promote the development of tertiary industry. During the survey, the author find outthe problems of recent Shenyang urban home-based care, that is the communities andthe pension institutions do their own jobs, and cannot fully satisfy the aged needs.Therefore, the author advance that combined the communities and the pensioninstitutions, provide diversified and high quality services for the aged.
There are five parts of the paper:
Part I: A brief introduction to the research background, the significance, theresearch methods of the topic in this article, and the summary of the domestic andinternational scholars' research.
Part II: Introduce the situation of Shenyang welfare service for the aged, theproblems, and analyze the situation.
Part III: In order to understand the status of implementation of communityhome-based care for the aged in Shenyang better, the author selects nine elder peoplewho are over70from the Beiling community in Huanggu region, the Ronglecommunity in Dadong region, and the West Plaza community in Tiexi region for thesurvue, gets the problem of Shenyang urban community home-based care, and gives analysis to the problems.
Part IV: In order to analyze the problems thoroughly, the author selects theexample of the Songpu fratemity Nursing Center in Tiexi region, probes into the runcondition of the present organization, and the issue in the process of communitydevelopment, and analyzes the issue.
Part V: A few recommendations to the problem of Shenyang urban communityhome-based care service, combined with the author's field survey.
本文共五部分：
第一部分：简要介绍了本文选题的研究背景、研究意义、研究方法等，并对国内外学者的研究进行梳理，总结。
第二部分：介绍沈阳市居家养老服务现状，产生的问题及对问题的分析。
