新时期武警水电部队心理服务工作的现状与对策研究

摘要
当前我国正处在社会转型期,武警水电部队也正处在职能任务的拓展期、信息化建设的初始期、创新发展的机遇期,在这新的时期里,心理服务工作显得尤为重要。武警水电部队作为一支特殊的武装力量,其任务特点对基层官兵的心理应急能力要求更高。
尽管当前军委、总部对部队心理服务工作高度重视,军人对自身心理健康非常关注,在一定程度上推动水电部队心理服务工作在不断完善。但是,由于制度、体制等原因,目前武警水电部队心理服务工作在其实际运作过程中有不少问题尚待解决。这些问题不同程度的存在不利于在社会主义现代化建设、和谐社会建设、全面小康社会的建设中充分发挥武警水电部队的积极作用。这些问题主要是：宣传教育的力度不够；缺乏专业的心理咨询师；软硬件设施不够完善；编制体制制度不健全；各部门之间缺乏沟通与协调等。笔者希望能够对以上几个问题的现状、产生的原因及应对之策进行初步的探究,以促进武警水电部队心理服务工作持续健康地发展。当下,我国武警水电部队心理服务工作的现状及理论研究显示,由于其职业的特殊性,面对改革开放和市场经济出现的新情况、新问题,军人尤其是青年军人承受着比社会其他行业人员更多的心理压力。职业的特殊性,如紧张训练、严格管理、持续性的竞赛竞争、随时可能担负的应急任务,以及来自家庭社会的各种应激因素、个人的一系列实际问题和后顾之忧的困扰等等,使官兵受到的精神刺激越来越多。
这些问题的存在影响了武警水电部队的战斗力,影响了其在维护社会稳定和促进国家建设过程中所起的作用,甚至会影响到部队自身的稳定性。为了在一定程度上改善武警水电部队心理服务工作的运行状况,笔者结合自己的本职工作,运用公共管理学、心理学、军事学、思想政治教育等学科理论知识,分析我国水电部队心理服务工作运行的现状、原因,提出对策,以便对中国武警水电部队心理服务工作的规范化和制度化建设提供有益的建议。
As China coming into the Period of social transformation, the Armed Police Hydropower Troops not only serves as a political role in maintaining social stability, but also as the important role of social builders to some extent. Under the new situation, as to Armed Police Hydropower Troops and its soldiers as the emergency water rescue special role, the mental health plays a very important influence.
Although the current Central Military Commission, the headquarters of the army attached great importance to psychological services, the military is very concerned about their own mental health, to a certain extent, promote the mental health work force water perfect. At present, however, for the system, institutional and other reasons, there are many issues of psychological services that the Armed Police Hydropower Troops should to be resolved in the actual operation of the process. These problems exist in varying degrees not conducive to the socialist modernization drive, the construction of a harmonious society, building a comprehensive well-off society and give full play the positive role of the Armed Police Hydropower Troops. These problems are mainly: inadequate publicity and education; lack of professional psychological consultants; hardware and software services are inadequate; the preparation of the institutional system is not perfect; the lack of communication and coordination between departments and other issues, particularly as the focus of hydropower units. It is based on the background and basis of the above, I hope the status of several issues, causes and countermeasures to the preliminary inquiry, in order to promote China's Armed Police Hydropower Troops continuous and healthy development. At present, the Psychological Service in the Armed Police Hydropower Troops and theoretical studies show that the special nature of the military because of their occupation, the face of reform and market economy of the new situation and new problems, young soldiers suffer more than social workers in other industries psychological pressure. Specialty occupations, such as intense training, strict management and sustainable competition in the race at any time may be responsible for the emergency missions, as well as a variety of stress from family and social factors, personal problems and worries of a series of practical problems, etc. the stimulation of the warrior spirit growing.
These problems affected the power of the Armed Police Hydropower Troops in fighting, affecting the maintenance of social stability and in promoting the process of nation-building role, and even affect the stability of the troops itself. To a certain extent, improve the water armed forces operating conditions of psychological services. The author with his work experience, use of public management, psychology, military science, theory of ideological and political education and other subjects of knowledge, analysis of the psychological services unit running water and electricity Status, causes and countermeasures, hope that through the topics on the Chinese armed forces of psychological services hydropower standardization and institutionalization of building useful suggestions.
尽管当前军委、总部对部队心理服务工作高度重视,军人对自身心理健康非常关注,在一定程度上推动水电部队心理服务工作在不断完善。但是,由于制度、体制等原因,目前武警水电部队心理服务工作在其实际运作过程中有不少问题尚待解决。这些问题不同程度的存在不利于在社会主义现代化建设、和谐社会建设、全面小康社会的建设中充分发挥武警水电部队的积极作用。这些问题主要是：宣传教育的力度不够；缺乏专业的心理咨询师；软硬件设施不够完善；编制体制制度不健全；各部门之间缺乏沟通与协调等。笔者希望能够对以上几个问题的现状、产生的原因及应对之策进行初步的探究,以促进武警水电部队心理服务工作持续健康地发展。当下,我国武警水电部队心理服务工作的现状及理论研究显示,由于其职业的特殊性,面对改革开放和市场经济出现的新情况、新问题,军人尤其是青年军人承受着比社会其他行业人员更多的心理压力。职业的特殊性,如紧张训练、严格管理、持续性的竞赛竞争、随时可能担负的应急任务,以及来自家庭社会的各种应激因素、个人的一系列实际问题和后顾之忧的困扰等等,使官兵受到的精神刺激越来越多。
这些问题的存在影响了武警水电部队的战斗力,影响了其在维护社会稳定和促进国家建设过程中所起的作用,甚至会影响到部队自身的稳定性。为了在一定程度上改善武警水电部队心理服务工作的运行状况,笔者结合自己的本职工作,运用公共管理学、心理学、军事学、思想政治教育等学科理论知识,分析我国水电部队心理服务工作运行的现状、原因,提出对策,以便对中国武警水电部队心理服务工作的规范化和制度化建设提供有益的建议。
