保税港区产业发展研究

摘要
保税港区是我国目前港口与陆地区域相融合的保税物流层次最高、政策最优惠、功能最齐全、区位优势最明显的海关特殊监管区域。自2005年我国第一个保税港区诞生至今国家共批复了12个保税港区,此举是我国加快融入经济全球化、积极应对国际发展环境变化的战略举措。
     保税港区是特殊功能、政策叠加的优势体,是区域吸引投资的焦点与集聚企业的纽带。要充分地发挥保税港区对区域经济发展的辐射带动作用,保税港区产业无疑是最佳传导载体。保税港区辐射的地域范围十分广阔,产业体系庞大而复杂,但国内目前对保税港区产业方面的研究大都局限于保税港区批复范围之内,对保税港区辐射腹地产业研究甚少,这也是当前迫切需要研究的课题。本文站在一个全局的高度,运用产业规划的相关理论与思路,系统研究了大范围的保税港区产业体系(包括保税港区批复范围及辐射腹地),为保税港区产业规划及发展提供了新角度、新视野及新思路,亦是对保税港区研究体系的一个有力补充。
     文章从保税港区功能出发,分析了保税港区产业的特征,提出适合保税港区产业范围的“三区”(核心区、配套区、关联区)划分方式,以及产业发展应遵循的重要原则;对“三区”内重点产业的发展思路及重点进行了系统研究,构建的产业体系对保税港区产业发展具有总体概念性引导作用,可为我国现有及未来保税港区产业的规划发展及调整提供参考借鉴;从实施机制、管理体制、招商引资等方面给出保障保税港区产业健康发展的重要措施;在分析重庆保税港区优劣势的基础上,在重大发展战略、配套区、保税仓库、政府部门等方面为重庆保税港区产业发展提出较强可操作性的建议,对引导保税港区与重庆社会经济更好地相互促进、繁荣有序发展,加快重庆乃至西部地区对外贸易快速发展及产业提档升级有重大意义。鉴于重庆保税港区的特点,笔者认为重庆应重点发展空港保税港区,同时预计空港保税港区将是我国未来海关特殊监管区域发展的重要方向。
Bonded port is the special region of customs supervision in China.It has the highest bonded logistics level, the most favorable policies,the most feature-complete,and the most obvious location advantage. Since the first Bonded Port established in 2005,the States has approved 12 Bonded Ports in all,which is the strategic initiative of China integrating into economic globalization quickly and dealing with the changing international environment actively.
     As mentioned above,Bonded Port is the combination of special features and policies.It is the focus of region to attract investment and the bond of assembling companies.In order to make Bonded Port play a role radiating regional socio-economic development in maximizing,no doubt that Bonded Port industry is the best transmitted carrier. Bonded Port industry has a very broad range of radiation. Now most research about Bonded Port industry is limited in the Bonded Port scope of approval, causing research about hinterland industry of Bonded Port poor.This paper starts from a overall height,and applies related theories and ideas of industry planning.With those,this paper studies the Bonded Port industry(include the Bonded port scope of approval and hinterland) systematically,and provides a new angle, vision and idea on Bonded Port industry research.It is a strong complement to the research system of Bonded Port.
     First,based on the features of Bonded Port,the paper analyses the characteristics of Bonded Port industry,and Proposes the“three areas”(core area,supporting area, association area)division method which more suitable for the range of Bonded Port industry,and also gives corresponding industry development principles.Second,the paper conducts in-depth study of development idea and fouus in“three areas”. The industrial system can play a role of general conceptual guide for the development of Bonded Port industry.It can provide reference of planning and adjustment to our existing and future Bonded Port industry.Third,the paper proposes implementation mechanism, management system and investment etc. which ensure Bonded Port industry to develop quickly and healthy.Finally,based on the research results, making a detailed analysis of Chongqing Bonded Port,and giving some highly targeted advice on major development strategy,supporting area, bonded warehouse,government etc. of Chongqing Bonded Port,which will further improve the level of Chongqing’s opening-up, promote Chongqing's foreign trade pattern, conducive to Chongqing's economic structural adjustment, and will become a growth point of Chongqing's economic development.In view of the characteristics of Chongqing Bonded port,the author believes that Chongqing should develop airport Bonded Port focusly,and anticipate that airport Bonded Port is the direction of the special Region of Customs Supervision.
