区域创新系统论

摘要
伴随着新世纪的来临，知识经济时代已悄然临近。创新是知识经济的灵魂，其重要性已被越来越多的人们所认识。从系统的角度分析创新活动，正成为许多经济学人研究和探讨的新领域。经济合作与发展组织(OECD)将国家创新系统理论作为研究重点，为OECD成员国制定创新政策提供理论框架。区域创新系统理论是在国家创新系统研究的基础上逐步发展起来的，是国家创新系统研究的进一步深化。
建立和完善区域创新系统，可以促进区域经济增长，推动区域产业结构升级，形成区域竞争优势。在贯彻落实“科教兴国”和“西部大开发”战略背景下，构建区域创新系统，是西部地区发挥后发优势、实现跨越式发展的重大举措。
本文以马克思主义经济理论和科技理论，特别是邓小平“科学技术是第一生产力”理论、区域经济非均衡协调发展理论为指导，以美籍奥地利经济学家约瑟夫·熊彼特提出的创新概念为起点，运用系统论的理论和方法，在总结国家创新系统理论及其发展趋势、研究区域特点的基础上，初步构建了区域创新系统理论框架。同时，运用上述观点和方法，分析了四川区域创新系统的现状及“系统失灵”问题，阐述了四川区域创新系统的发展模式是创建“学习型区域”，提出了创建“学习型区域”的措施。
In the beginning of this century, along with the advent of the epoch of knowledge economy worldwide, the importance of regional innovation system has been recognized by more and more people. At present, National innovation system has gradually become a hot media topic. The Organization for Economic Co-operation and Development (OECD) is also put emphasis on the research about national innovation system. The theory of regional innovation system, which is developed from the theory of national innovation system, and further analyzes innovation activities with systemic approach is the new field to innovation theory in economics.
To establish and perfect regional innovation system can improve the regional economy, upgrade the regional industrial structure and form regional competitive advantage. In addition, In the background of Strategy of rejuvenating China by science and education and greatly Exploiter West, To establish regional innovation system is the important measure for the great west to achieve regional economy spanning development by bringing its undiscovered advantages into play.
This thesis puts forward a new regional innovation system theory that is based on Joseph A. Schumpeter 's innovation theory, with the guidance of Marxism plutonomy. This thesis uses the theory of national innovation system for the reference, applying the systemic approach into regional economic area. At last, this thesis uses the new regional innovation system theory for analyzing the local actualities of Sichuan and point out the failure of its regional innovation system. However, the important conclusion in this thesis is that the development mode of regional innovation system in Sichuan is to set up "learning region", and it also puts forward measures and suggestions about how to set up the regional innovation system in Sichuan.
