煤炭资源开发利用标准体系构建及运行机制研究

摘要
从简单到复杂,从微观到宏观,从地方到全球,标准无处不在。标准和标准化已经成为新形势下政府和企业面临的重要课题之一。近年来标准化得到了政府和很多学者的关注,他们对标准相关问题进行了大量的研究,并取得了一些有益的成果。而就具体行业尤其是煤炭行业,这方面研究相对滞后,有些方面甚至处于空白状态。本文在总结国内外研究现状的基础上,根据我国煤炭工业可持续发展的需求,运用系统工程的方法、经济控制论、博弈论、经济学和管理学相关方法,构建了煤炭资源开发利用标准体系,为今后煤炭资源开发利用标准的编制提供了一个指南和框架,同时从理论上研究了煤炭资源开发利用标准化的运行机制。通过煤炭资源开发利用标准体系的建立,不仅构造了煤炭资源开发利用标准体系模型,同时提供了一种更为科学了标准体系构建的方法。利用系统动力学思想、经济控制论论和博弈论分析了煤炭资源开发利用标准化在不同时期的动力机制,进一步设计了标准化系统中的协调机制,并探讨了促进煤炭资源开发利用标准化健康发展的制度设计,提出了相应的保障体系。
From simplicity to complex, from microscopic to macroscopic, from the place to the whole world, the standard is ubiquitous. The standard and standardization have become one of the important topics under the new situation for government and enterprise. In recent years the standardization obtained the government and many scholars' attention, they have conducted the massive research to standard related problems, and have made some beneficial progresses. But on the concrete profession especially coal domain, this aspect studies particularly fall behind, some aspects even are at blank condition. This article in summarizes the domestic and foreign research present situation foundation, according to our coal industry development demand, utilizes the system engineering methods, economic cybernetics, game theory, economic and management science, constructed the coal resource exploitation standard system, has provided a guide and the frame for the coal standards research, simultaneously has studied the coal resource exploitation standardization dynamic mechanism theoretically, and carried on the effective design in system. Through coal resource exploitation standard system's establishment, not only has constructed the coal resource exploitation standard system model, simultaneously has provided a more scientific standard system construction method. Using the systems dynamics, economic cybernetics and game theory has analyzed the coal resource exploitation standardization dynamic mechanism under the different time, has further designed the system's coordinated mechanism, and also discussed the related system, proposed the corresponding safeguard system.
