区域物流协同成长研究

摘要
我国物流尚处于初级成长阶段,在区域物流成长与发展的过程中存在很多问题及诸多久治不绝的乱象和怪象,这些问题使得区域物流速度降低,物流效率下降,从而阻碍了区域物流的发展。显然,区域物流发展过程中出现的上述问题的原因很多。但本文认为出现上述问题的根本原因有两个方面,一是政府、物流企业、工商企业等区域物流相关主体对于区域物流系统存在认识上的诸多误区,没有准确把握我国区域物流的成长规律,未能按照区域物流的成长规律办事;二是各相关主体在参与区域物流活动的过程中,没有很好的进行合作和交流,导致区域物流系统内、外部协同水平不高,协同效应不显著,未能充分发挥区域物流应有的作用。
     事实上,我国各个地区由于所处地理位置、资源禀赋、经济发展水平、产业结构、科技水平、人力资源、政府调控和支持力度等的差异,区域物流的成长水平和协同水平会存在较大差异。各个地区要想正确按照本地区物流成长的规律办事,必须对本地区物流所处的成长水平和协同水平有一个科学的评价,并对区域物流成长与区域物流协同之间的关系有一个客观的认识。
     因此,从区域层面宏观地、系统性地研究区域物流协同成长很有必要。随着区域物流实践内容的日益丰富,区域物流理论研究逐渐与实践需求相适应,为区域物流实践提供强有力的理论支撑。目前,有关区域物流系统的理论研究,已经由较早的以研究区域物流系统结构优化和空间布局为主流的静态研究转向为以研究区域物流系统发展过程和内部演化机制为主流的动态研究;区域物流系统的协同研究主要集中在从定性分析的角度对区域物流系统的协同概念,协同发展模式、协同策略进行研究和探讨,而从定性和定量相结合的角度,对区域物流系统协同机制,协同成长,协同评价等进行研究的文献很少。本文将区域物流协同与区域物流成长有机结合,从区域物流理论、成长进化理论、耗散结构理论、协同学理论入手,综合运用各相关学科的理论与方法,分析区域物流成长和区域物流协同的内涵,探索区域物流成长规律,构建区域物流协同成长机制。并通过实证分析,对中部六省区域物流协同水平和成长水平进行了评价和比较,针对江西省区域物流的发展现状,提出了促进江西省区域物流成长的对策和建议。本文的研究旨在进一步丰富我国区域物流理论,为促进区域物流产业结构的调整升级、区域物流的协同成长等方面提供决策支持。本文的主要做了以下研究工作:
     (1)基于耗散结构理论的区域物流系统成长演化分析。本文阐述了区域物流系统的耗散结构特征,然后对普利高津的熵变模型进行改进,提出区域物流成长演化熵变模型,并应用区域物流成长演化熵变模型对区域物流成长演化规律进行了分析。
     (2)区域物流协同与成长的关系研究。根据协同进化理论,对区域物流协同与区域物流成长的关系进行了分析,构建了区域物流协同成长线性模型,并通过实证进一步论证该模型的正确性。
     (3)区域物流协同水平和成长水平测度与评价研究。建立了区域物流协同成长机制及其评价指标体系。在此基础上,应用系统协同度测度序参量方法,对中部六省区域物流的协同水平进行了测度和比较;应用综合指数评价法,对中部六省区域物流的成长水平进行了测度和比较。
     (4)促进江西区域物流成长的对策研究。对江西区域物流成长水平进行横向比较,对江西区域物流成长滞后的原因进行分析,最后,有针对性地提出促进江西区域物流成长的对策。
     通过以上的理论研究和实证分析,获得了以下主要结论:
     (1)区域物流系统具有显著的耗散结构特征,区域物流成长是其组成要素不断增强、不断完善、不断发展、不断协同的动态过程,并受到物流基础设施、信息化水平、产业组织、供需状况、经济水平、政策环境、创新体系、人力资源素质等诸多因素的综合影响。
     (2)区域物流协同成长需要构建相应的协同机制,区域物流在内生协同机制和外生协同机制的共同作用下实现协同成长。
     (3)区域物流协同与区域物流成长密切相关。区域物流协同促进区域物流成长,区域物流成长以区域物流协同为基础和前提。从数量关系上来说,两者之间存在线性正相关关系。
     (4)江西区域物流成长水平落后的主要原因是江西区域物流基础落后、协同效应较差导致的。提升江西区域物流成长水平需要政府、物流企业等各协同主体从多个方面做好工作。
     本文研究的创新点和贡献在于:
     (1)分析了区域物流四个不同阶段的成长特征,并基于提出的区域物流成长演化熵变模型对每个成长阶段的演化规律进行了分析,为研究区域物流成长演化机理提供了一个新的视角。
     (2)根据协同进化理论,对区域物流协同与区域物流成长的关系进行了分析,构建了区域物流协同成长线性模型,并通过实证论证了模型的正确性,明确了区域物流成长水平与区域物流协同水平之间的线性正相关关系。
     (3)建立了区域物流协同成长机制,并基于该模型构建了区域物流协同成长水平测度指标体系。实证分析结果表明,中部六省区域物流的协同水平和成长水平存在较大差异,并且,协同水平的差异是导致成长水平差异的直接原因,这为区域物流成长对策研究提供了一个新的分析思路。
     (4)基于区域物流协同成长线性模型对江西省区域物流成长水平进行了分析,并从区域物流初始成长水平和区域物流协同效应两个方面对江西省区域物流成长滞后的原因进行了深入分析,并提出了有针对性的建议,为政府、物流企业、工商企业等从事物流决策、管理和运营等活动提供了参考价值和指导意义。
China's logistics development is still at an early stage, there exist a lot of problemsand a lot of hard-to-cure confusions as well as strange phenomenons in the process ofgrowth and development of the regional logistics, these problems reduce the logisticsspeed and logistics efficiency, thus hindering the development of regionallogistics.Obviously, there are many reasons for the above mentioned problems whichoccurred in the process of regional logistics development. However, the paper arguesthat the root cause of the problems mentioned above is in the two aspects, the one is thatthe government and related companies hold a lot of misunderstandings in recognizingthe regional logistics system, they do not grasp accurately the law of growth and stageof China's regional logistics development and can’t act in accordance with the law ofgrowth of the regional logistics, the another one is that in the process of participation inregional logistics activities, the relevant bodies can’t co-operate and communicate verywell, which leads to a low level on internal and external coordination of the regionallogistics system, the collaborative effect is not significant, failed to fully play the duerole of regional logistics.
     In fact, there exist many differences in many aspects such as geographical location,resource endowments, the level of economic development, industrial structure, the levelof science and technology, human resources, government regulation and support effortsbetween the various areas of China, which leads to the big difference in growth leveland collaboration level of regional logistics all over the country. If these various regionswant to act in accordance with the growth law of the regional logistics, they must have ascientific evaluation on the growth level and the collaboration level of its regionallogistics, and have an objective understanding of the relationship between regionallogistics growth and regional logistics collaboration.
     Therefore, it is necessary from the regional level to consider macroscopically andholistically the collaborative growth of regional logistics. With the regional logisticspractice becomes increasingly rich, the regional logistics theory and practice hasadapted gradually to the practice, and provided strong theoretical support for it.Currently, the mainstream of theoretical studies of the regional logistics system hasshifted from the static research which mainly involves simple structure and spatiallayout optimization to the dynamic research which mainly involves developmentprocess and internal evolution mechanism. Collaborative research on regional logistics system is mostly focused on the qualitative analysis of regional logistics system synergyconnotation, regional logistics collaborative development model and strategy, there arevery little literatures which explore and study the collaborative mechanisms,collaborative growth, collaborative evaluation of regional logistics. combinedorganically regional logistics synergies with regional logistics growth, based on theregional logistics theory, the growth and evolution theory, the dissipative structurestheory, and synergetics theory, used integratedly the theories and methods of relateddisciplines, This paper analyzes the connotation of regional logistics growth andregional logistics collaboration, explores the law of regional logistics growth andconstructs collaborative growth mechanism of regional logistics. By empirical analysis,this paper evaluates the logistics synergy levels and growth levels of the six provinces incentral regional. Finally, for the regional logistics development status of Jiangxiprovince, this paper puts forward countermeasures and suggestions to enhance thedevelopment level of Jiangxi regional logistics. This study aims to further enrichregional logistics theory, so as to provide decision support for promoting the regionallogistics industrial structure adjustment and upgrading, regional logistics collaborativedevelopment and operational management, and so on. This paper mainly involves thefollowing research work:
     (1) The research on the growth evolution of the regional logistics system based onthe dissipative structures theory. This paper argues that the regional logistics system hasthe characteristics of a dissipative structure system, then this paper put forward thegrowth evolution entropy-changing model of the regional logistics system by improvingPrigogine’s entropy-changing model, and explains the law of growth evolution of theregional logistics system based on this model.
     (2) The research on the relationship between regional logistics collaboration andthe regional logistics growth. According to the co-evolution theory, this article analyzesthe relationship between the regional logistics collaboration and regional logisticsgrowth, then establishes a linear model of regional logistics collaborative growth andfurther proves that this model is correct by empirical research.
     (3) The research on the measurement and evaluation on collaboration level andgrowth level of the regional logistics system. This paper establishes collaborativegrowth mechanism model of regional logistics and its evaluation index system. On thisbasis, applies the order parameter method of system synergy degree to measure andcompare the collaborative level of the regional logistics in six central provinces; applies the comprehensive index evaluation method to measure and compare growth level ofthe regional logistics in six central provinces.
     (4) The research on the countermeasures to enhance the regional logistics growthlevel of Jiangxi. Based on the regional logistics collaborative growth linear model, ahorizontal comparison on the regional logistics growth level of Jiangxi Province isconducted. The reason for the lag on the regional logistics growth level of Jiangxi isanalyzed from the initial growth level and the collaborative effect of the regionallogistics. Finally, corresponding countermeasures on how to enhance the regionallogistics growth level of Jiangxi are proposed.
     Through the theoretical and empirical analysis, this paper gets the following mainconclusions:
     (1) RLS has conspicuous dissipative structure characteristics, its growth is adynamic process that all the elements are constantly enhancing, improving, developingand collaborating. Simultaneously, the growth of RLS is influenced by lots of combinedfactors, such as logistics infrastructure, informationization level, industrial organization,demand conditions, economic development level, policy environment, innovationsystem, quality of human resources and so on.
     (2) The regional logistics collaborative growth needs to establish the correspondingcollaborative mechanisms; the achievement of collaborative growth depends on the roleof the endogenous collaborative mechanisms and the exogenous collaborativemechanisms of RLS.
     (3) Regional logistics growth is closely related to regional logistics collaboration.Collaboration can promote growth, and Growth is the premise and foundation ofcollaboration. Numerically speaking, there exists a positive linear correlation betweenthem.
     (4) The weak logistics infrastructure and the poor collaborative effect is the mainreason why the regional logistics growth level of Jiangxi is behind the other province inCentral China. In order to enhance the regional logistics growth level of Jiangxi, therelated entities such as the government, the logistics enterprises need to work as one inmany ways.
     The following is the innovation and contribution of this paper:
     (1) The growth characteristics are analyzed of the four different stages of regionallogistics, Based on the entropy change model of regional logistics growth evolutionproposed in this paper, the evolution law of each growth stage is analyzed, which provides a new perspective for the study of regional logistics growth evolutionmechanism.
     (2) According to the theory of co-evolution, the relationship between the regionallogistics collaboration and the regional logistics growth is analyzed; the linear model ofregional logistics collaborative growth is established, furthermore, the model’s validityis demonstrated by empirical research, the positive linear correlation between theregional logistics growth and the regional logistics collaboration is made clear.
     (3) The collaborative growth mechanism model of regional logistics and itsevaluation index system are established. The empirical analysis results show that thereexist big differences on the collaborative level and growth level of the regional logisticsamong the six central provinces; furthermore, the difference on the collaborative level isthe direct cause of the difference on the growth level, this provides a new path toanalyze the growth countermeasures of regional logistics.
     (4) Based on the regional logistics collaborative growth linear model, a horizontalcomparison on the regional logistics growth level of Jiangxi Province is conducted. Thereason for the lag on the regional logistics growth level of Jiangxi is analyzed from theinitial growth level and the collaborative effect of the regional logistics. Finally,corresponding countermeasures are proposed, this provides a reference value andsignificant guidance for the government, logistics companies, industrial and commercialenterprises when engaged in logistics decision-making, management and operationactivities.
