生态工业园产业共生网络稳定性及生态效率评价研究

摘要
近些年来,随着我国经济的高速发展,人民生活水平不断提高,但粗放型的经济发展方式却忽视了基本的生态准则,造成了严重的环境污染和资源短缺。生态工业是仿照自然界生态过程来规划工业系统的一种新型工业组织形式,是循环经济在工业上的表现形式。生态工业园是生态产业最重要的实践形式之一,是解决环境污染、提高资源配置效率和发展循环经济的有效途径,而产业共生网络是产业生态学理论的重要研究领域。
     本文采用综合文献分析法、比较研究法和实地调研法,在系统分析生态工业园产业共生网络的形成和运行的基础上,对生态工业园在发展过程中遇到的园内产业共生网络的稳定性和其生态效率评价进行了研究,选题有一定的理论价值和实践意义。
     首先,在综述国内外关于生态工业园产业共生网络最新研究和实践的基础上,对生态工业园产业共生网络的相关理论进行了系统回顾和介绍。
     其次,探讨了生态工业园产业共生网络的形成条件和运行动力。从交易成本经济学的角度分析了生态工业园产业共生网络的形成条件,以博弈论为工具分析了生态工业园产业共生网络内上下游企业的共生形成过程;从成本推动、利益拉动、法律约束、公众参与、技术保证和机构支持等方面阐释了生态工业园产业共生网络的运行动力。
     第三,应用Logistic增长模型对三种不同生态工业园产业共生网络的稳定性条件进行了求解和分析,为合理选择生态工业园产业共生模式和实现生态工业园产业共生网络的稳定提供了科学的理论依据。
     最后,从经济发展、成本节约、资源消耗、污染排放四个方面建立了生态工业园产业共生网络的生态效率评价指标体系,运用数据包络分析和灰色关联度分析评价方法构建了其评价模型,并进行了算例分析,验证了评价模型的可行性和可操作性,为科学评价生态工业园产业共生网络的生态效率提供有效的决策支持。
With the sustained and rapid economic growth and increasing population, the resource constraints and pressure on the environment that our country faced unprecedented has increased in recent years. How to promote harmony between man and nature, to achieve economic growth and social development of comprehensive, coordinated and sustainable development, became an urgent issue needed to resolve in the economic development process. Recycling economy development model was put forward in the context. The building of eco-industrial parks is an important means of promoting circular economy for all countries in the world, is the best mode to increase resource utilization, reduce pollution, protect the ecological environment, and industrial symbiosis network is an important research field of industrial ecology.
     The paper applies multidisciplinary synthesis, adopts theoretical and demonstration research, the methodology of quantitative and qualitative analysis, dynamic and static analysis, and mainly studies the stability of industrial symbiosis network and eco-efficiency evaluation system. The study can provides the instructive grope for the structure optimizing of eco-industrial park development.
     Firstly, the fundamental theory frame of industrial symbiosis network in the eco-industrial park is set up on the basis of the latest research and practice, and related theories are systematically reorganized and commented.
     Secondly, the paper analyzes the formation mechanism of the symbiotic relationship. With the tool of transaction cost economics, the paper identifies the formation condition of the symbiotic relationship. The paper presents the concept of the internal and external stakeholders of the symbiotic relationship and thinks the formation of the symbiotic relationship as the result of the interaction of the stakeholders and presents the mechanism that causes the balance of the symbiotic relationship. From the five aspects of power source, driving force, pulling power, binding and support force, the paper sums up the mechanism factors of industrial symbiosis network.
     Thirdly, the paper demonstrates the both competition enterprises can not only reach the their optimum efficiency either in the market or in the eco-industrial, by applying logistic growth equation, but also confirms the necessity of establishing symbiotic relationship for industrial system and realizing ecological for all levels, while seeking the ideal symbiotic model and stability condition in eco-industrial park, in order to providing scientific basis of choosing rationally industrial symbiosis model.
     Finally, a scientific and practical evaluation index system of industrial symbiosis network in the eco-industrial park, which is composed of four aspects: economic development, cost saving, resource consumption and pollution emissions is designed and a mathematical model with the method of DEA and Grey Relational Analysis is established to evaluate the level of eco-efficiency of industrial symbiosis network. Then, the paper analyzes the industrial symbiosis network of TD eco-industrial park and MC eco-industrial park.
