工程建设投资项目后评价理论方法与应用研究

摘要
在工程建设项目管理过程中,整个国际趋势上项目后评价的地位在不断提高。而传统上一般重视前期计划和实施,而忽视后评价。我国的项目后评价工作开展较晚,尤其是建设投资工程项目后评价工作还正处于发展阶段,而且相应的理论和方法研究也不太完善,尚未建立统一的项目后评价内容、方法和指标体系,实际工作中采用的后评价方法仍然存在诸多弊端。因此,对于工程建设项目而言,需要一套符合市场经济规律、满足现代管理制度、适应于大多数以盈利为主要目的经营实体项目后评价的方法、体系和模式。在当前的市场经济形势下,改进和完善建设投资工程项目后评价体系和方法是解决问题的出路之一。
    本文首先通过界定了项目后评价的时间范畴,对其基本概念、目的和特点及其理论基础进行了回顾论述和分析,剖析了建设投资工程项目后评价不同于一般的项目后评价的特征;并对其评价范围、评价基本内容和预测内容展开了进行了详细的讨论。对于建设投资工程项目的后评价方法,本文从两个不同的方面进行了研究。一方面论述了项目后评价的方法论原则,并以逻辑框架法为后评价的方法论基础进行了深入分析;另一方面对其相应的实用方法进行了探讨,不仅研究了常用的对比法、层次分析法、因果分析法,还引入模糊数学、灰色理论等先进思想提出了系统综合评价法。从而建立起一套适用于建设投资工程项目后评价的理论体系和运作方法。
    最后,将本文的理论思想和方法运用于实践,对已建成运营的某高速公路进行了后评价工作,以其逻辑框架为基础,从建设实施过程、经济效益、财务效益、建设项目目标持续性等方面进行了计算分析和评价,取得了满意的效果,并对类似工程项目具有一定的参考价值。
In the management process of construction projects, the status of project post-evaluation has been improved increasingly on the whole international tendency. However, in a general way, many people attach great importance to preliminary plans and executions, and project post-evaluation is ignored. The post-elevation are developing later, especially constructional investment engineering. And relevant theories and methods are not very elaborate. The uniform contents, methods and indicator system of post-elevation are not set up yet. Some adopted methods in practice have a good many abuses. Therefore, for engineering construction projects, the post-elevation needs a set of means, models and system, which is acclimatized with the law of market-directed economy, the modernized managerial system and the intent of profit in most firms. By situation today, it is a solution which improves and perfects means and system of the constructional investment project post-evaluation.
     In this thesis, by defining the time domain of project post-evaluation and reviewing its basic conceptions, purposes, features and theoretical basis, the author manages to analyses the different characters between the constructional investment project post-evaluation and one kinds of evaluation. And its range, basic contents and predicted contents are discussed in detail. For its methods, the study is carried out from two different ways. On the one hand, with principles of post-elevation methodology, the logical framework approach (LFA) is investigated in depth as the foundation. On the other hand, some practical methods are discussed, including method of comparison, analytical hierarchy process (AHP) and effect-cause analysis. Further, some advanced theories such as fuzzy mathematics, gray theory are introduced to put forward the system synthetic evaluation method. Thereby, a set of theoretical system and ways of application is established.
     Finally, a case is given, and the idea and methods of this thesis are applied to some established expressway. Based on its logical framework, a variety of aspects are computed, analyzed and evaluated, including process of construction, economic benefit, financial benefit and goal persistence. The results are satisfying and it will use for reference to other analogous projects.
