分布式数字监控系统及其在安全生产管理中的应用

摘要
分布式技术已经在很多领域获得了广泛的应用,数字监控技术随着数字化技术、网络技术、多媒体技术的发展也日新月异。本文在全面、深入、系统地对安全生产现状、数字监控技术及相关领域的研究基础之上,提出分布式数字监控系统的概念及模型,讨论了分布式数字监控系统的体系结构,明确了一个具体的分布式数字监控系统所应包含的各个子项及功能。
     本文充分结合安全生产领域的特定要求,对分布式数字监控系统在安全生产管理中的应用进行了深入研究,首次提出把政府安全生产监督管理功能与企业安全生产监控系统相集成,构建了市(县)级安全生产管理系统,形成覆盖全市(县)的安全生产监控管理数字网络系统;并可进入更上层的政府安全生产信息网络系统;同时实现了通过同一硬件装置同时传输视频/音频及实时采集的数据信息:在管理中心还创造性地引入了呼叫举报中心、应急救援决策中心,使该系统能够切实为安全生产管理部门服务。
     该系统已初步应用于彭州市安全生产管理部门。
Distributed technology has been widely applied to many domains. With the rapid development of digital technology, network technology and multimedia technology, digital supervision technology has already widely used in industry and other places. Based on the completely, deeply and systematically studying the distributed technology, digital supervision technology and other related domain, the author presents the concept of distributed digital supervision system and its model, builds its system framework and realizes the each subsystem of a concrete distributed digital supervision system and their functions.
    According to the specific require of the safety production, this paper deeply investigate how to apply the distributed digital supervision system to ensure the security of production. It firstly brings up the idea that the governmental function about management and supervision safety production can be integrated with the enterprise's supervision safety production system. Based on this concept, It could be expected to instruct a management safety production system belonged to a city or country. And thus, it can be possible to form the digital network system of management and supervision safety production; which would cover the whole city of country. Through this local system, manager can access to the higher level of governmental network system about safety production information. This local system also makes it possible to
    
    
    
    simultaneously transmit video/ audio signals and collect data information through the same hardware device. In addition to its other functions, this system contains a management center that creatively introduced some advanced function model such as the Call Center, Rescue Plan for the emergency accidents. With such facilities, this system can practically ensure the quality serve for the management Dept. of safety production. This system has already been successfully used in the security management Dept. of Pengzhou City.
