滨海新区发展自由贸易港区与综合配套改革研究

摘要
随着经济全球化、区域经济一体化的发展以及国家经济发展战略的调整,作为改革最前沿的天津滨海新区东疆保税港区和综合配套改革实验区,如何成为开放型经济的新增长点和国际运行规则的最佳对接点,打造综合配套改革试验区特征的自由贸易港区,的确是我们急需研究和解决的难题,当前具有重要的研究价值。因此,有必要把它作为一个热点问题来研究。
本论文首先在论述自由贸易港区理论的基础上,分析了滨海新区发展自由贸易港区的必要性,其次阐述了滨海新区发展自由贸易港区的历程,并且从比较的角度对天津港保税区、东疆保税港区与自由贸易港区在功能和管理模式上的差异作出分析,再次分析滨海新区发展自由贸易港区的优势和难点,结合自由贸易港区与综合配套改革试验区的特性,最后提出发展天津自由贸易港区需要在政策、监管体制、经济管理体制及功能方面进行综合配套改革的战略选择。
With the development of the economic globalization and the regional economic integration, as well as the adjustments of the national economic developing strategy, the Tianjin Binhai New Area Dong Jiang Bonded Port District and the national synthetically coordinated reform testing district as the forefront of the reform, how to become a new economic growth point of the Open economy and the best contact point of international operating rules, build a free port with the characteristic of the synthetically coordinated reform testing district, is really a hard nut that we need to study and solve, so it has the important research value at present. Therefore, it is necessary to study it as a hot issue.
This paper firstly analyzed the necessity of the Binhai New Area developing the free trade harbor zone on the basis of discussing the theories of the free trade harbor zone. Secondly it elaborated the development process of the Binhai New Area develops the free trade harbor zone, and analyzed the differences in the function and management models from the comparative perspective on the Tianjin Port Free Trade Zone, Dong Jiang Bonded Port District with the free trade harbor zone. Thirdly it analyzed the advantages and crux when the Binhai New Area develops the free trade harbor zone, with the characteristics of the free trade harbor zone and the synthetically coordinated reform testing district. Finally it put forward that we need to implement strategic choices of the synthetically coordinated reform in terms of policies, regulatory system, economic management system and function in order to develop the Tianjin Free Trade Harbor Zone.
本论文首先在论述自由贸易港区理论的基础上,分析了滨海新区发展自由贸易港区的必要性,其次阐述了滨海新区发展自由贸易港区的历程,并且从比较的角度对天津港保税区、东疆保税港区与自由贸易港区在功能和管理模式上的差异作出分析,再次分析滨海新区发展自由贸易港区的优势和难点,结合自由贸易港区与综合配套改革试验区的特性,最后提出发展天津自由贸易港区需要在政策、监管体制、经济管理体制及功能方面进行综合配套改革的战略选择。
