基于突变理论的水资源开发利用风险评价

摘要
随着"一带一路"和沿海开发建设,连云港市水资源开发利用问题变得越来越突出。基于突变理论,构建评价指标体系,计算各指标的风险值,划分风险等级,对连云港市水资源开发利用风险进行了评价。全市水资源开发利用综合风险值为0.92,属于高度风险水平。各县区水风险值分布在0.89~0.95之间,均属于高度风险水平,从小到大排序为:赣榆、市区、东海、灌南、灌云。这一结果与全市水资源开发利用实际状况相符,可以为连云港市水资源管理和开发利用提供风险决策依据。
With the construction of"The Belt and Road"and coastal development,the issues of water resources exploration and utilizationin in Lianyungang becomes more and more prominent. Based on catastrophe theory, the evaluation index system was constructed, the risk value of each index was calculated and the risk grade was divided. The risk of water resources development and utilization in Lianyungang was evaluated.The comprehensive risk value of water resources exploitation and utilization in Lianyungang is 0.92, belonging to the high level of risk. The risk value of each county and district is 0.89~0.95, belonging to the high risk level. It is Ganyu, urban district, Guanyun, Donghai, Guannan in ascending order.This result is consistent with the actual situation of the development and utilization of water resources, that can provide the basis for risk decision of water resources management, exploitation and utilization in Lianyungang.
