摘要

信息化战争条件下,城市人口需要就近就地掩蔽和疏散,为此需要建设应急疏散地域。本文在分析信息化局部战争条件下人口疏散特点、国内外防灾安置场所建设现状的基础上,提出了城市人防疏散地域融入城市应急避难场所的对策:将战时人口疏散纳入城市防灾应急建设规划体系,合理确定城市应急避难场所配置原则,进一步研究信息化局部战争条件下城市入口疏散特点,加强应急避难场所人防配套建设,联合开展宣传教育及演练。
Under the condition of information-based war,occultation and evacuation of urban population should be in the near place,so emergency evacuation areas need to be built.Based on analysis of the characters of population evacuation and shelter construction status at home and abroad,the policy that evacuation areas of civil air defence should integrate into city emergency shelter is proposed.According to this policy,population evacuation need to be incorporated into the urban disaster prevention plan;allocation principle of city emergency shelter should be rational;the characters of urban population evacuation under the condition of information-based local war need to be studied further;the civil air defence supporting construction of emergency shelter should be enhanced;publicity,education and drill should be jointly organized.
