碳税政策、环境质量与经济发展——基于DSGE模型的数值模拟研究

摘要
本文构建了包含碳税政策约束的DSGE模型,分析了在征收碳税时三种外生经济冲击(技术冲击、能源价格冲击、碳税税率冲击)对环境质量和宏观经济的影响。与以往研究假设碳排放与产出直接相关不同,本文基于碳排放实际情况找到碳排放和能源使用量的关系;由于能源与碳排放的关系,我们在生产函数中引入能源使用量,并分析了能源价格波动的影响。结论如下:首先,碳税税率冲击在短期不利经济发展,但中长期能提高环境质量;其次,技术进步中长期能有效减排;最后,能源价格波动对环境质量影响较大。
In this paper,a dynamic stochastic general equilibrium model is constructerd under carbon tax constraint,to analyse the effects of three exogenous economic shocks(technology shock,energy price shock,carbon tax shock)on environmental quality and the Economic development Previous studies assumed that carbon emissions are directly related to the output,but based on the actual carbon emissions,the relationship between carbon emissions and the use of energy is found out in this paper.Because of the relationship between energy and carbon emissions,the use of energy in the production function,and the effect of energy price fluctuations are introduced.The results are as follows:firstly,a carbon tax shock in the shortterm adverse impact of economic development,but can improve the quality of the environment in the longterm;secondly,technological progress can effectively reduce emissions in the long term;and finally,energy price fluctuations impact on the quality of the environment.
