北美地区非常规油气资源开发全生命周期评价流程与要点

摘要
建立完善的非常规油气资源开发全生命周期评价流程和决策体系已成为当前中国石油工业的当务之急。非常规油气资源在地质、开发、地面等方面与常规油气资源相比都存在独特性,决定了其资源开发评价方法和流程也与常规油气有着明显的不同。通过回顾北美地区非常规油气资源的商业开发和生产实践,将评价流程划分出若干个阶段。依据地下油气资源特征和地面条件,划分出基本评价单元是开展非常规油气资源开发评价的关键一步。开发实践表明,不应过多地关注非常规油气资源储量的数量和投产,而应更多地侧重于可获得的经济收益或价值。在作出下一步投资决策之前,需对非常规油气资源量进行风险化和不确定性处理,并关注非技术性风险的评价。当某一评价环节的基本要求不满足时,必须果断退出开发或退至前面环节重新开展评价。
It is urgent for Chinese petroleum industries to establish the perfect life cycle assessment workflow and decision system for unconventional oil and gas resources development. The geology, development, surface engineering and other aspects of unconventional oil and gas are unique compared with those of conventional oil and gas. Hence, the resources development evaluation method and workflow of unconventional oil and gas are also quite different from those of conventional oil and gas. The assessment workflow can be divided into several phases by reviewing the commercial development and productive practice of unconventional oil and gas resources in North America. According to the characteristics of underground oil and gas resources and surface conditions, dividing the basic assessment unit is the first important step for evaluating the unconventional oil and gas development.Development practice indicated that the economic benefits or value rather than the number and production of unconventional oil and gas reserves should be paid more attention. Before making next investment decision, it is necessary to deal with the risk and uncertainty of the unconventional oil and gas resources, and focus on the evaluation of non-technical risk. When the basic requirements are not satisfied in a evaluation link, it is necessary to withdraw from the development or retreat to the front link to carry out the reevaluation.
