摘要

完善的区域产业技术创新体系是实现创新驱动发展战略、促进科技成果向现实生产力转化的重要保障。为加强产业技术创新链条薄弱环节,促进基础研究、应用研究、技术开发和产业发展一体化发展,工业技术研究院在各地纷纷成立,然而在实践中仍面临着体制机制不健全,对产业的支撑和引领作用不明显等问题。基于联合生产理论、知识生产模式2理论和创新三螺旋论,阐述了地方工业技术研究院与其他创新主体互动的必要性和重要性,构建地方工研院与其他创新主体互动下的项目导向型组织结构,并对该组织结构中的临时性研发项目组织及内部运行机制进行分析。
Good regional industrial technology innovation system is an important guarantee for implementation of innovation driven development strategy and transformation of scientific and technological achievements to real productive forces. To strengthen the weak links in the industry technology innovation chain and promote the integrated development of basic research, applied research, technology development and industrial development, regional industrial technology research institutes have been being built and still face imperfection of institution and mechanism in practice, unobvious supporting and leading influences on the industry development. The interaction relationship between regional industrial technology research institute and other innovative subjects are analyzed based on co-production theory, mode 2 theory of knowledge production and regional innovation three helix theory so as to show the necessity and significance for interaction. And then, its project-oriented organization structure is constructed under the interaction between regional industrial technology research institute and other innovative subjects. Moreover, the temporary R&D project organizations in this structure and internal operation mechanism are analyzed.
