摘要

现行技术标准和路线规范对总体设计进行了修订,突出了公路功能在指导总体设计的重要性,但笔者认为公路服务作用在确定技术标准和路线方案应有同样的重要性,本文通过从PPP融资模式论述和实际案例对比分析,阐述了公路服务作用在指导总体设计中的作用,为今后设计提供一点借鉴。
        The current technical standard and highway specification have revised the overall design which highlight the importance of highway function, but it is believed that the role of road service should be of equal importance in determining technical standards and construction plans. This article adopts the PPP financing model and the comparative analysis of the actual cases, hence illustrates the role of the highway service in guiding the overall design and provides some reference for future design.
