摘要
加强新时代党员干部敢于担当机制研究,有利于激发党员干部忠诚干净担当创业的激情。在运用调查问卷、图表、案例等实证研究基础上,论述了安徽省党员干部不担当、不作为的各种表现及其影响因素。研究结果表明:当前,安徽省绝大多数党员干部在日常工作中敢负责,关键时刻敢担当。然而,安徽省在"治不作为、乱作为、推诿扯皮"取得阶段性成果的同时,与沪苏浙等发达地区相比仍有差距。"在岗不为、履职不担当"的现象时有发生,已成为影响安徽经济社会发展的现实难题。如何破解,课题组从免职机制、综合评价、分级管理、能上能下退出机制等多视角进行探索,旨在为安徽建立健全党员干部敢于担当机制提供参考。
Strengthening the study of party members and cadres to take the role of the mechanism is conducive to stimulating the loyalty of party members and cadres to clean and take the initiative.On the basis of empirical research such as questionnaires,charts and cases,this paper expounds various manifestations and influencing factors of inaction and omission of Party members and cadres in Anhui Province.The results show that at present,the vast majority of Party members and cadres in Anhui Province dare to take responsibility in their daily work,and dare to assume responsibility at critical moments.However,while Anhui Province has achieved periodic results in "governing non-action,disorderly action,shifting blame",it still lags behind other developed areas such as Shanghai,Jiangsu and Zhejiang.The phenomenon of "inaction on duty and inadequate performance of duties" occurs from time to time,which has become a practical problem affecting the economic and social development of Anhui Province.How to solve this problem,the research group explores from the perspectives of dismissal mechanism,comprehensive evaluation,hierarchical management,and the ability to withdraw from the top and bottom,in order to provide reference for Anhui to establish and improve the mechanism of Party members and cadres daring to assume responsibility.
