摘要

2019年3月5日第十三届全国人民代表大会第二次会议在北京召开,与会代表听取、审议和批准的《政府工作报告》在总结回顾2018年中央政府所完成的工作的基础上,根据国内国际新形势提出2019年经济社会发展的总体要求、政策取向、目标任务和重点工作。《政府工作报告》提出大规模减税降费,进一步凸显积极财政政策的加力提效;货币政策要适度宽松并灵活运用多种政策工具,更加突出货币政策的稳健性;首次将就业优先政策纳入宏观调控政策体系中,更加重视增加就业;在宏观经济调控中要加强各项政策协调配合,确保经济在合理区间运行,促进经济社会持续健康发展,实现预定的各项目标。创新和完善宏观经济的调控、推进国民经济高质量发展。
         delivered by Premier Li Keqiang on March 5--March15 comprehensively retrospected the government work in 2018 and proposed the overall requirements and policy directions, main targets and tasks for economic and social development in 2019 based on the comprehensive analysis of the new domestic and international situations and challenges. The implementation of large-scale tax-cut and fee reduction further highlights the enhanced effectiveness of the proactive fiscal policy. Monetary policy should be moderately loose and flexible using a variety of policy tools, which highlights the of m prudent of monetary policy.The government will attach importance to expanding employment and elevate the employment-first policy to the status of a macro policy first time. In the regulation of macroeconomic, we need to strengthen coordination and cooperation of various policies, ensuring that the economy operates within an appropriate range. The government will promote open-up policy and foster new strengths in international economic cooperation and competition by making better use of both international and domestic markets and resources to improve high-quality economic and social development.
