城市开放度与全球配置创新资源能力的关系——以杭州为例

摘要
借助外贸依存度和高新产业开放度衡量城市的开放程度,从深度和广度两个层面剖析城市的全球配置创新资源能力,以杭州为例,利用VAR模型测度城市开放度对全球配置创新资源能力的冲击效应。结果表明:杭州城市开放度的提升对全球配置资源的深度的影响逐步趋弱,但对全球配置资源的广度的冲击日益增强。提升高新产业的开放程度,有利于城市提高资本的全球配置能力。为了更好地融入国家"一带一路"倡议,杭州及其他国内城市应该及时从传统的产品全球配置转向资本和技术的全球配置,通过扩大高新产业的对外开放程度、加大创新资本的境外配置和强化高新技术的海外布局来提升全球配置创新资源的能力。
        This paper cited the degree of dependence of foreign trade and the openness of high and new industries to measure the openness of city, and analyzed the city′s global allocation depth and breadth of innovation resources, and selected the VAR model to analyze the impact of the city openness on the global allocation capacity of resources. It was found that the impact of Hangzhou′s openness on the depth of the global allocation of resources is gradually weakening, but the impact on the breadth of the global allocation of resources is increasing. Upgrading the openness of high-tech industries is conducive to improving the capacity of global capital allocation for cities. In order to facilitate the "Belt and Road" national strategy and improve global resource allocation capacity, Hangzhou and other domestic cities should shift from the traditional global cargo trade to the global allocation of capital and technology in time, expand the level of opening of the high and new industries, increase the overseas allocation of capital and strengthen the global layout of high and new technology.
