弥补外部性:从环境经济政策到绿色创新体系——兼论应对中国环境领域主要矛盾的转换

摘要
环境经济政策和绿色创新体系是绿色经济的重要组成部分,也是弥补外部性的主要方式。随着中国社会主要矛盾的转化,环境领域的主要矛盾也随之改变,表现为处于不同发展阶段的人们对环境产品与服务多元化的需求同目前绿色经济体系不完善、不健全之间的矛盾,这要求当前以及未来相当长一段时期内的环保工作不仅要克服传统经济增长所带来的环境污染等负外部性问题,还要通过创新提供一系列具有正外部性的环境产品与服务。有鉴于此,本文在梳理环境经济政策和绿色创新体系现状的基础上,结合我国绿色经济发展中存在的不足与中国环境领域主要矛盾发生转换的重要背景,提出了健全环境经济政策与构建绿色创新体系的相关建议。
Environmental economic policy and green innovation system are the important parts of the green economy,as well as the main ways to make up for externalities.With the transformation of major contradictions in Chinese society,the major environmental contradictions had also changed.They were expressed as the contradiction between the needs of diverse environmental products and services with the imperfections of the current green economy system at different stages of development,which required the environmental protection work not only to overcome negative externalities such as environmental pollution caused by traditional economic growth,but also to provide a series of environmental products and services with positive externalities by innovation.In view of this,based on the current situation of environmental economic policy and green innovation system,as well as the shortcomings of China's green economy system and the important background of the transformation of China's major environmental contradictions,suggestions for improving environmental economic policies and the green innovation system were put forward.
