摘要

从"扩大就业"到"实现更高质量和更充分就业",各级政府通过制定大学生就业质量政策,不断优化高校毕业生的就业环境。从政策目标维度出发,运用内容分析法对国家和北京市颁布的162项就业质量政策进行分类编码和系统梳理,并据此设计问卷在北京市大学生中进行调研,分析大学生对就业质量政策的认知程度及其对大学生就业机会和就业满意度的影响效用。实证研究显示,拓宽就业渠道政策、转变就业观念政策和提供就业服务政策对大学生就业机会产生了显著性正向影响;保护劳动权益政策、提供就业服务政策和维护就业公平政策对大学生就业满意度产生了显著性正向影响。在实现更充分就业的基础上,不断提升就业质量将成为政府制定大学生就业政策的目标方向。
        From"expanding employment"to"achieving higher quality and more full employment",governments at all levels continuously optimize the employment environment of college graduates by formulating employment quality policies for college students. In the dimension of policy goal,the study uses content analysis to code and define 162 employment quality policies,and designs a questionnaire to analyze college students' awareness of the employment quality policy and the effect of employment quality policy on college students' employment opportunity and employment satisfaction. Research findings show that widening employment channel policy,changing employment ideas policy and providing employment service policy have a significant positive effect on employment opportunities; and protecting labor rights policy,providing employment service policy and safeguarding employment equity policy have a significant positive effect on employment satisfaction. On the basis of realizing more full employment,improving employment quality will be the target direction of governments' employment policy.
