新时代政府治理现代化的伦理路径论析

摘要
政府治理现代化既需要制度的健全完善与有效实施,更离不开伦理道德的润泽和坚守。伦理作为一种内在积极因素,在政府治理中发挥着不可替代的作用。新时代推进政府治理现代化,应积极推进政府伦理治理,坚守服务、诚信、民主、法治、廉洁、责任等伦理原则,不断加强制度安排的道德引导、决策过程的伦理控制、治理行为的伦理约束等,提高公共物品与服务的伦理意蕴,以政府治理能力和治理体系现代化水平的不断提升推进国家善治。
The modernization of government governance requires the perfection and effective implementation of the system,and it is inseparable from the ethical and moisturizing and persistence.As an intrinsic positive factor,ethics plays an irreplaceable role in government governance.To promote the modernization of government governance in the new era,we should actively promote government ethics governance,adhere to ethical principles such as service,integrity,democracy,rule of law,integrity,and responsibility,and constantly strengthen the moral guidance of institutional arrangements,the ethical control of decision-making processes,and the ethical constraints of governance behaviors.Improve the ethical implication of public goods and services,and promote the good governance of the country with the continuous improvement of the government's governance capacity and the modernization level of the governance system.
