摘要

本文对2014-2016年内蒙古自治区公共卫生机构财政补助情况进行描述性对比分析。结果显示,内蒙古自治区医疗卫生机构财政投入逐年增加,但公共卫生机构的财政补助投入力度不足,所占比重逐年递减;公共卫生机构财政补助结构不合理,以基本支出为主;财政补助投入机构分布不均衡,主要以妇幼保健机构投入为主。针对问题提出如下建议,加强政府对公共卫生机构的重视程度并加大财政补助力度;调整公共卫生机构财政补助的结构;加大对卫生监督机构及其他公共卫生机构的补助力度。
        By studying the financial subsidies of public health institutions in Inner Mongolia Autonomous Region from 2014 to 2016,this paper analyzes the existing problems and puts forward countermeasures.It shows that the financial input of medical and health institutions in Inner Mongolia has increased year by year,but the financial subsidy input of public health institutions was inadequate and its proportion decreased year by year;the financial subsidy structure of public health institutions was unreasonable,with basic expenditure as the main factor;the distribution of financial subsidy for institutions was unbalanced,mainly invested in maternal and child health institutions.Thus,this paper proposes strengthening the government's attention to public health institutions,providing more financial subsidies,adjusting the structure of financial subsidies for public health institutions,and increasing subsidies for health supervision institutions and other public health institutions.
