优化天津港口岸营商环境对策研究——基于京津冀协同发展视角

摘要
口岸营商环境是影响口岸商事活动开展的外部因素集合。天津港是京津冀地区的重要口岸,也是距离北京最近的海港口岸,在打造津冀世界级港口群、服务京津冀协同发展中发挥着重要作用。2018年以来天津港口岸营商环境大幅改善,但对标国际国内先进海港口岸,仍然存在着物流通关环节繁复、收费事项和收费标准公示不够清晰、市场秩序不够规范、港口智能化程度和协同发展程度较低等问题。在新的形势和环境下,优化天津港口岸营商环境需要更加有效的新思路和新举措,进一步简化单证手续、优化通关流程、规范收费管理、加快智港建设、加强协同联动,充分发挥天津港口岸对京津冀地区的服务辐射作用,带动京津冀地区整体营商环境改善和区域经济发展。
        Port business environment is a collection of external factors influencing port business activities. Tianjin port is an important port in the Beijing-Tianjin-Hebei region and the closest port to Beijing. It plays an important role in building a worldclass port cluster in the region and serving Beijing-Tianjin-Hebei coordinated development. Since 2018,when Beijing and Tianjin jointly launched a special action to enhance the level of cross-border trade facilitation,the business environment of Tianjin port has been greatly improved. However,comparing to other advanced ports,there are still some problems in Tianjin port,such as the complicated logistics customs clearance,the unclear disclosure of charging items and standards,the lack of standardized market order,the relatively low level of port intelligence and collaborative development. In the new situation and environment,optimizing the business environment of Tianjin port needs to plan more effective new ideas and new measures,further simplify document procedures,optimize customs clearance procedures,standardize price behavior management,speed up intelligent port construction,strengthen coordination and linkage,fully exert the service and radiation function to Beijing-Tianjin-Hebei region,and promote the overall business environment and regional economic development of Beijing-Tianjin-Hebei region by optimizing the port business environment.
