摘要

"县管校聘"管理体制改革的实施,对推进教师交流轮岗、统筹教师资源、激发教师活力有着重要的实践意义。本文针对浙、皖、粤、鲁、闽等5省的"县管校聘"改革实施意见,从教师编制、岗位、聘用、考核、退出、权益保障等方面进行了内容上的归类比较分析。基于5省的实施方案,未来在实践中推进"县管校聘"管理体制改革仍需解决好教师的身份定位、学校用人自主权的监管问责、教师管理服务的碎片化、教师职业吸引力的增强、教师城乡交流的生态效益等问题。
        There are some practical significance in the implementation of the management system reform of "job rotation",including promoting teacher exchange, integrating teacher resources and stimulating teacher vitality. Based on the content analysis of the implementation plan in Zhejiang, Anhui, Guangdong, Shandong and Fujian, the current paper makes a comparative analysis from the aspects of teacher establishment, post, employment, assessment, withdrawal, rights and interests protection. Meanwhile, there are several problems still need to be solved in practice, such as the orientation of teachers' status, the supervision and accountability of school employers' autonomy, the fragmentation of teachers' management services, the enhancement of teachers' professional attractiveness, and the ecological benefits of teachers' urban-rural exchange and rotation.
