以老年人力资源优化开发积极应对人口老龄化

摘要
随着我国人口老龄化速度的不断加快和老龄人口规模的不断增长,合理开发和利用老年人力资源、有效缓解我国人口老龄化压力日益成为迫切需要解决的重大社会关切。我国低龄老年人口规模庞大、健康状况得到较大改善、人力资源开发成本较低、再就业意愿较强,为老年人力资源开发提供了可行性,但老年人力资源开发存在认识上有误区、政策体系和法律法规缺乏、开发层次和市场化程度低等问题。建议优化老年人力资源开发环境,加强老年人力资源开发顶层设计,完善政策支持体系保障机制,完善低龄老年人力资源开发相关法律法规,构建全方位老年教育培训体系,建立规范的老年人口再就业服务平台等。
With the accelerated aging of the Chinese society and the growing size of the aging population, the rational development and utilization of the elderly human resources and the effective mitigation of the aging of China's population have become an urgent social concern. The development of the elderly human resources is feasible because the mildly old-age population in China is large, their health status has been greatly improved compared to before, the cost of human resources development is low,and their re-employment willingness is strong. However, problems also exist, such as people's misunderstanding of it, the lack of a policy system and relevant laws and regulations, and the low development and marketization levels. This article proposes improving the environment and the top-level design for developing the elderly human resources; optimize the guarantee mechanism for the policy support system; refine the laws and regulations on the development of the mildly old-age human resources; build a comprehensive old-age education and training system; and establish a standardized elderly population re-employment service platform.
