摘要

我国现行的研究生思想政治工作模式存在第一责任人缺位、专兼职队伍配置薄弱、"统"与"分"管理矛盾突出、高校内部以及校际之间互动缺失、工作过程控制和结果评价机制建设滞后等五大主要问题,形成了专职人员"无暇施教"、兼职队伍"施教不力"、校外"无人施教"的严峻局面。基于协同治理理论,结合研究生思想政治工作的特点,提出构建以党委领导为核心,以研究生学生专职工作队伍为主导,以研究生导师为第一责任人,校内专业教师、机关管理人员、后勤服务人员,以及政府、社会组织、家庭和实习单位等多元主体协同治理、合力共育社会主义合格研究生人才的大格局。在此基础上,相应地提出建立研究生思想政治工作协同治理的运行机制、管理机制、评价和质量控制机制、高校与校外各方互动机制以及保障机制等五大机制。
        There are five major problems in the current postgraduates' ideological and political work mode,such as the absence of the first responsible person,the weak disposition of the full-time and the part-time team,the prominent contradiction between the"unification " and the "division " management,the lack of interaction within the university and between the universities,the lag of work process control and result evaluation mechanism. These led to "no time to teach"of full-time team,"ineffective teaching"of part time team and "no teachers"outside the university. Based on the cooperative governance theory and combined with the characteristics of the postgraduates' ideological and political work,the paper put forward the big pattern of cultivating cooperative education for qualified postgraduates of socialism with the leadership ofthe Communist Party of China as the core,the full-time job team of school counselor as the main force,the postgraduate supervisor as the first duty officer, the full-time teachers, the administrative staff, the logistics service personnel,the government,the social organization,practice units and the family as collaborators. socialist qualified graduate students. Basis on this,five mechanisms,such as the operation mechanism,the management mechanism,the evaluation and quality control mechanism,the interaction mechanism between universities and outside schools,and the guarantee mechanism are put forward accordingly.
