摘要

香港高等教育分类发展基本战略的核心思想是高等学校错位发展、多元合作。教资会资助的香港院校已形成各自核心竞争力,共同构建了结构合理、特色有序的高等教育体系。香港高等教育分类发展战略的顶层设计和院校实践分析发现:以特色办学促进高等教育多元发展,以多元合作提高高等教育资源使用效率,服务本土基础上追求国际卓越的发展理念,政府宏观引导和院校自主发展相结合的管控机制,是香港高等教育分类发展战略运行的基本特征。
        The core idea of the basic strategy of the classified development of higher education in Hong Kong is the characteristic development and diversified cooperation among higher education institutions. UGC funded eight institutions have formed their own core competitiveness, and construct a higher education system with reasonable structure and characteristic order. Analyzing the "top-level design" and "college practice" of the classified development strategy of higher education in Hongkong, we can conclude: promoting the pluralistic development of Higher Education with characteristic education, improving the use efficiency of higher education resources by pluralistic cooperation, the developmental conception of achieving international excellence based on service local development, the control mechanism of combination of the government macro guidance and independent development of higher institutions are basic features of the classified development of higher education in Hongkong.
