摘要

智能化与城市社区治理精细化具有良性互动的逻辑关系和作用机理,智能化是基础和手段,精细化是目标和方向,社区是平台和场域。智能化能够降低城市社区治理的成本,满足社区居民的个性化需求,提升社区决策的科学化水平,强化对社区治理的监督评估,推动社区治理的机制创新。基于上海杨浦区控江路街道的实证分析,探索将智能化理念等嵌入到城市社区治理的目标体系、组织架构、体制机制、制度规范之中,结合城市社区治理智能化面临的瓶颈问题,从顶层设计、数据共享开放、基础设施完善、信息化人才培育以及保障数据安全等方面助推社区治理智能化精细化。
        Intelligence and refinement of urban community governance have a positive interactive logic relationship and mechanism. Intelligence is the basis and means, refinement is the goal and direction, and community is the platform and field. Intelligence can reduce the cost of urban community governance, meet the individual needs of community residents, improve the scientific level of community decision-making, strengthen the supervision and evaluation of community governance, and promote the innovation of community governance mechanism. Based on the empirical analysis of kongjiang-Road Jiedao in Yangpu District, Shanghai, this paper explores how to embed the concept of intellectualization into the target system, organizational structure, institutional mechanism and institutional norms of urban community governance, and combines the bottleneck problems faced by intellectualization of urban community governance, from top-level design, open data sharing, infrastructure improvement, information-based personnel training to ensure data security, etc. Noodles help to refine community governance intelligently.
