摘要

《京津冀协同发展规划纲要》指出,推动京津冀协同发展是一个重大国家战略,在此发展理念和框架设计下,京津冀三地公安机关提出进一步整合警务资源,从更深层次、更宽领域深化京津冀警务合作。跨域警务协同治理作为警务协同治理的重要类型之一,可理解为两个或多个公安机关,基于对公安利益、公安目标和价值的最优治理绩效的共同追求,共同参与和行动,对警务活动进行治理的过程。长期以来,行政性分权、发展型地方主义等因素,在一定程度上影响、抑制了跨区域警务协同治理的发展,中央政策推动、现实棘手问题与治理资源依赖促进了协同治理的进一步发展。警务协同治理的影响因素主要涉及治理环境、治理目标、治理过程、治理资源。在不同的阶段,警务协同治理模式的动力、主体、组织、类型、范围、内容也不同,分为中央主导模式、地方主导模式和多元驱动模式。警务协同治理机制包括利益驱动机制、沟通协商机制、警务保障机制和绩效评估机制。
        The outline of the Beijing-Tianjin-Hebei collaborative development plan points out that promoting the Beijing-Tianjin-Hebei collaborative development is a major national strategy. Under this development concept and framework design, the police organs in Beijing, Tianjin and Hebei proposed to further integrate police resources and deepen the Beijing-Tianjin-Hebei police cooperation from a deeper and wider range. As one of the important types of police collaborative governance, cross-domain police collaborative governance can be understood as two or more police organs. Based on the pursuit of optimal governance performance of common public security interests, public security objectives and values, they take joint participation and actions to govern the police activities. For a long time, under the influence of administrative decentralization and development-oriented localism, the development of cross-regional police collaborative governance has been restrained to some extent. The central policy, practical thorny issues and the dependence on governance resources have promoted the further development of collaborative governance. Based on the existing research and policing practice, this study discusses the influencing factors of police collaborative governance,which mainly include governance environment, governance objectives, governance process and governance resources.The modes of police collaborative governance are different in terms of power, subject, organization, type, scope and content, which are divided into central dominant mode, local dominant mode and multi-driving mode. The collaborative policing governance mechanism includes benefit driving mechanism, communication and consultation mechanism,policing work protection mechanism and performance evaluation mechanism.
