摘要

洪水灾害是制约我国经济稳定持续增长的主要因子之一。灾害应急管理在灾害防御、灾害管理和灾害控制中都起着关键性的作用。为研究城市在面对灾害时的应急管理能力,在调研某地区洪水灾害现状基础上,明确出城市应急管理能力评价的14个指标,运用AHP法构建起城市应急能力评价指标结构体系,设定每个应急能力评价指标的评分标准,综合城市灾害应急能力评价指标权重和指标量化标准得分,得到基于洪水灾害的城市应急能力评价值,给出提升该地区城市应对洪水灾害管理的对策。
        Flood disaster is one of the main factors that restrict the stable and durative economy growth. Urban emergency management plays a key role in the disaster prevention, disaster management and disaster control. It is the basic responsibility to city administrator which effective emergency management of urban disaster. For studying the urban emergency management ability when face the disaster, this paper surveys current situation of flood disaster, ascertains the evaluation index of emergency management capacity, establishes the evaluation hierarchical structure and system, builds the evaluation model of urban emergency management, and gives some measures that will be helpful for improving the management level based on the flood disaster at last.
