摘要

作为一种政府和社会资本方合作的融资模式,PPP模式不仅可发挥政府部门的政策优势,还可合理应用私人资金来运营一些公共项目。对于一个城市乃至一个国家的发展而言,PPP模式可有效缓解政府资金短缺的现状,对于改变城市基础设施融资格局过于单一的问题也有着重要意义。然而,PPP模式参与方诸多,投资规模较大,投资周期也过长,因此,项目面临着诸多不确定性的风险。
        As a financing mode of cooperation between government and social capital, PPP mode can not only give play to the policy advantages of government departments, but also use private funds reasonably to run some public projects. For the development of a cityor even a country, the PPP mode can effectively alleviate the current situation of the shortage of government funds, and it is also of great significance to change the problem oftoo single financing pattern of urban infrastructure. However, there are many participants in the PPP mode, the investment scale islarge and the investment cycle istoo long, so the project is faced with a lot of uncertain risks.
