The crossing behavior at the conversion periods of traffic signal including green-to-yellow, yellowto-red and red-to-green period is different from the crossing behavior during the stable period of traffic signal. This paper studies crossing behavior of pedestrians and non-motor vehicles at the conversion periods of traffic signal and analyzes its different influencing factors. The violations were subdivided into violations during the yellow light and all-red period, violations during the red light steady period, and early starting violations during the last 4s of the red light period. Logit regression models were established, which including three types of factors: individual factors, situational conditions, and environmental conditions. The conclusion shows that whether or not there were conflicting vehicles before crossing have a significant impact on the violations during the yellow light and all-red period. Gender, stopping vertical position, waiting time, average traffic volume, and whether or not there was a conflicting vehicle before crossing have a significant effect on the violations during the red light steady period. Both traffic volume and the number of violations during the waiting time have a significant impact on early starting violations.
