摘要
为提升丘陵山区农业机械化发展水平,以重庆市为例的丘陵山区大力开展宜机化土地整治行动,并取得显著成效。然而,目前关于丘陵山区宜机化土地整治的相关研究仅着眼于其可行性探讨,鲜少涉及土地整治效益的评价。基于此,本文通过引入级别特征值及建立评价标准分值函数,提出能够适应重庆丘陵山区宜机化土地整治效益评价的改进层次(AHP)模糊综合评价法,并对重庆部分土地整治项目进行效益评价。结果表明,重庆丘陵山区宜机化土地整治具有显著的经济、社会和生态效益,且各项效益具有一定的协同提升作用,但各指标层次仍具有一定差异。在项目区中,重庆璧山区经济效益得分80.36,明显高于永川区75.39和石柱县65.81;而重庆永川区社会效益得分75.25,显著高于璧山区74.21和石柱县66.45;石柱县生态效益75.51的得分最为突出。本文研究为科学衡量宜机化土地整治工作的必要性和进一步完善宜机化土地整治项目提供参考依据,同时也为丘陵山区农业机械化发展提供一定的理论依据。
        In order to improve the level of agricultural mechanization in hilly and mountainous areas,Chongqing has carried out an action of the land consolidation and achieved remarkable results.However,the related research on the land consolidation in hilly and mountainous areas at present only focuses on its feasibility and seldom involves the evaluation of the land consolidation benefits.This paper proposes the improved AHP-fuzzy comprehensive evaluation method by introducing the rank eigenvalue and establishing the evaluation standard score function,which can be adapted to the evaluation of the benefits of land improvement in hilly and mountainous areas of Chongqing,and evaluates the benefits of some land improvement projects in Chongqing.The results show that the land consolidation of the hilly and mountainous areas in Chongqing has significant economic,social and ecological benefits,and the benefits have a certain synergistic effect,but the indicators are still different.In the project area,the economic benefits score is 80.36 in the Bishan district of Chongqing,which is significantly higher than 75.39 in Yongchuan District and 65.81 in Shizhu County.The social benefits score is 75.25 in Yongchuan District of Chongqing,which is significantly higher than 74.21 in Bishan District and 66.45 in Shizhu County.The ecological benefits of Shizhu County is 75.51,it is the most significant.This study provides a reference for scientific evaluation of the necessity of the land consolidation and further improvement of the land consolidation projects,and also provides a theoretical basis for the development of agricultural mechanization in hilly and mountainous areas.
