东明县引黄灌溉问题与发展对策思考

摘要

东明县地处山东省西南边陲,是黄河入鲁第一县,有着得天独厚的引黄灌溉优势。本文深入分析了该县引黄灌溉中存在的问题及其原因,探讨了该县引黄灌溉的发展对策,指出应当从加强工程技术改造和配套设施建设、推广节水灌溉模式、建立稳定高效的资金运行机制、提高引黄灌溉的组织保障能力等方面提高引黄灌溉的保障程度,并提出了一些政策建议,对缓解该县水资源供需矛盾、提高黄河水资源利用率具有重要意义。
        Dongming county is located in the southwest border of shandong province, and it is the first county after the Yellow River entering shandong province, which has the advantage of Yellow River irrigation. Based on the lower reaches of the Yellow River irrigation in Dongming county as an example, this paper analyzed the existing problems and its reasons in the Yellow River irrigation, discussed the innovation of the Yellow River irrigation development mode in Dongming county. This paper suggest to strengthen the construction of engineering technology and supporting facilities, to promote water-saving irrigation models, to establish a stable and efficient fund operation mechanism, and improve the organization and guarantee capacity of Yellow River irrigation to improve the protection of yellow irrigation, and puts forward some policy suggestions aiming at the existing problems. To alleviate the contradiction between supply and demand of water resources and increase the Yellow River water resources utilization.
