公路交通应急抢险人员配置优化研究——以广东省为例

摘要
以广东省为例,通过实地调研和问卷调查,剖析广东省公路交通应急抢险人员配置存在的问题,尝试构建公路交通应急抢险人员配置优化方案的框架。结果表明,通过明确国家区域性、省级及地市级公路应急抢险人员的分级和职责,设计应急抢险专业人才库,采取以行政手段为主、以市场调节为辅并结合社会志愿者招募的抢险人员优化配置方式,能够提高公路交通应急抢险人员配置的合理性和有效性,提升公路交通应急保障能力,减少交通突发事件所造成的有形和无形的损失,促进公路交通行业的可持续发展。
        Taking Guangdong Province as an example and based on field survey and questionnaire survey,the paper analyzes the problems existing in the allocation of emergency rescue personnel for highway traffic. A framework for optimizing the allocation of emergency personnel for highway traffic rescues is proposed. Results show that clarifying the classification and responsibilities of emergency rescue personnel at the regional,provincial and prefecture level,designing a professional talent pool for emergency rescue,and discussing the allocation pattern which focuses on administrative measures,supplemented by market adjustment and combined with recruitment of social volunteers,can improve the rationality and effectiveness of the allocation of emergency personnel for highway traffic,improve the emergency support capacity,and reduce the tangible and intangible losses caused by traffic accidents so as to promote the sustainable development of the transportation industry in Guangdong Province.
