摘要

以建设国际最高标准自由贸易港为目标,应当赋予自由贸易试验区更大改革自主权,在前期实践成果基础之上,通过借鉴国际先进自由贸易港建设经验和对接新一代自由贸易协定中的高标准投资贸易规则,以政策创新为动力对港内经济体制继续进行深化改革,全面推行投资自由化、贸易便利化、金融国际化,率先在港内形成全面开放新格局,作为新时期改革开放高地引领带动我国现代化经济体系建设。同时,要理论结合实践,以"放管结合、风险可控"为基本原则,尽快完善自由贸易港法律体系,构建市场监管体制,采取事中事后管理模式,从而给与自由贸易港建设更好的制度保障,有效避免因政策创新所可能引发的各类市场风险,在社会稳定、经济安全的前提下实现中国特色自由贸易港的协调可持续发展。
        Aiming at building the international highest standard free trade port,the free trade test area should have greater autonomy reform power,on the basis of the previous practical results,by learning from the experience of international advanced free trade port and docking with the high standard investment and trade rules of the new generation free trade agreement,with the policy innovation as the driving force,we must deepen the reform of the port's economic system for fully implement investment liberalization,trade facilitation and financial internationalization and formed the new comprehensive opening pattern in the port firstly,as the highland of reform and opening up in the new to lead the construction of our country's modern economic system.At the same time,we should persist the combination of theory and Practice,and take the basic principle of interest balance between reform and risk control,improving the legal system of the free trade port as soon as possible,constructing market supervision system,implementing post-mortem supervision management mode,so as to give free trade port a better system guarantee,effectively avoid all kinds of market risks that may be caused by policy innovation,under the premise of social stability and economic security to achieve the coordinated and sustainable development of china characteristic free trade ports.
