摘要

2016/17榨季,中国食糖产量恢复性增长,消费量稳中略降,进口量大幅减少,国内糖价快速上涨,行业效益和糖农收入明显改善。预计2017/18榨季,中国食糖产量稳中有增,消费量持平略增,进口量大幅增加,国内糖价下行风险增大。值得关注的是,中国食糖产业发展面临着基础竞争力偏弱、调控政策缺乏可持续性、食糖走私等突出问题和挑战。未来,需要充分利用食糖贸易保障措施实施的"窗口期",加强调控政策落实与衔接,综合施策提升产业基础竞争力,同时继续严厉打击食糖走私行为。
        In 2016/17 crushing season, sugar production resumed growth, the consumption decreased steadily in China, the import volume of sugar decreased significantly, and the rapid rise in domestic sugar price led to a significant improvement in industry benefits and sugar farmers' income. It is expected that in 2017/18 crushing season, China's sugar production will increase steadily, the consumption will remain flat, the import volume of sugar and the downside risk of domestic sugar price will increase. There are concerns that the development of China's sugar industry is facing some outstanding problems and challenges, such as the weakness of basic competitiveness, the lack of sustainability of the regulation policy, the smuggling of sugar and so on. In the future, it is necessary to make full use of the "window period" for the implementation of the safeguard measures for sugar trade, to strengthen the implementation and convergence of regulatory policies, to enhance the competitiveness of sugar industry by basic comprehensive measures, and to crack down on sugar smuggling continuously.
