From red to green: Economic globalization and environmental protection in China (India).

This dissertation examines the effects of economic openness---trade and investment liberalization---on the environmental politics in China. I develop a theoretical framework by drawing insights from trade and environment debate and norm diffusion study in the International Relations literature. I show that economic openness has played a significant role in facilitating the diffusion of global environmental norms in China. I find that, contrary to the race to the bottom hypothesis, foreign trade and investment liberalization has brought a favorable condition for strengthening environmental institutions to China. The specific mechanisms that positively connect economic openness with environmental institutionalization include foreign technology transfer, exposure to environmental practices of advanced countries, learning and adopting new policy instruments (market incentive policy instruments), the standard harmonization of developing and developed countries (green barriers), and FDI-induced policy changes as a responding strategy of developing countries to cope with possible environmental damage due to foreign invested enterprises. I draw empirical evidence from (1) observations on the overtime variation at the national level, from 1972 to 2000, (2) a comparative case study of two cities at the local level, and (3) a comparative case study of China and India. I conclude that economic globalization has increased institutional pressures for more effective and systematic environmental management in China, and more importantly, it has changed the government officials' previous perception that economic growth and environmental protection in China could not be achieved simultaneously. I have conducted two periods of field research for this dissertation in 2002 and 2003 at Beijing and the Liaoning Province, China. Beyond China, my dissertation suggests policy implications for other developing countries in terms of the relationship between economic globalization and environment protection.
