摘要
文章就自然资源管理职能改革调整进行了归纳分析,对自然资源的概念范畴及各类自然资源之间的异同作了比较剖析,对自然资源资产化管理的内涵及要求进行了诠释解析。针对当前自然资源统一管理所面临的法制滞后、体制不顺和机制单一固化等突出矛盾和问题,提出了明确自然资源资产管理的目标任务、坚持自然资源资产管理的基本原则、完善国有自然资源有偿使用制度和产权市场建设、推进实施自然资源管理方式的资本化转型升级、加强管理人才培养培训和梯队建设等一系列对策建议。
This paper summarizes the reform and adjustment of natural resource management, and its concept category and the similarities and differences between various natural resources are differentiated and analyzed. The connotation and requirement of the management of natural resources assets are interpreted. In the situation of the legal lag, unsuitable management system and single mechanism of the unified management of natural resources, this paper proposes the target and the basic principles of natural resource asset management. A series of countermeasures are put forward: improving the system of compensated use of state-owned natural resources and the construction of property right market, promoting the capitalization transformation and upgrading of the natural resources administration method, strengthening management personnel training and echelon building.
