社会经济发展必然要开发利用资源,造成对生态环境不同程度的扰动。当前,必须妥善处理好资源开发、环境保护与社会经济发展的关系,在开发利用资源中坚持尊重自然、顺应自然、保护自然,坚持节约集约利用资源,保护生态环境。在生态红线下勘查开发矿产资源,应当搞好规划,做到有所为、有所不为;及时做好矿山地质环境恢复治理,推进绿色矿山建设。在生态红线下的土地利用,应当在界定生态用地内涵的基础上,从宏观层面做好顶层设计;加强各项规划的衔接与融合;强化耕地数量、质量与生态管护,保障粮食安全和保护生态;通过建立生态用地补偿机制调动各方面保护生态的积极性。
Social and economic development is bound to develop and utilize natural resources, which inevitably causes different disturbance to ecological environment. At present, we must properly handle the relationship between resource development, environmental protection and social and economic development. Not only must we remain committed to the basic principles of respecting, accommodating to, and protecting nature in the exploitation of resources, but also adhere to the basic requirements of economical and intensive use of resources, and protect the ecological environment. This paper gives specific methods for exploring and exploiting mineral resources under the ecological red lines. This means that we should make perfect planning, remain committed to a principle of what it should avoid doing as well as what it should do. At the same time, we should timely improve the restoration and management of mining geological environment, and make progress in building green mines. On the other hand, this paper proposes some measures for land use under the ecological red lines. These lay emphasis on the following. First, on the basis of defining the connotation of ecological land, we should make the top-level design at the macro level. Second, we should enhance efforts to the cohesion and integration of all plans. Third, we should strengthen our efforts to quantity and quality of cultivated land and ecological management so as to ensure food security and environmental protection. Fourth, we should mobilize the initiative of all aspects to protect the ecology through establishing compensation mechanism for ecological land use.
