摘要

针对当前水资源开发利用和治理体系中存在的诸多问题,立足湖南省即将开展水流产权确权工作这一背景,初步探讨水流产权确权工作开展的总体思路、技术路线、确权内容和方法步骤,为水流产权确权工作的开展提供参考。
In view of the development and utilization of water resources and the problems existing in the management system,based on the background that water property rights will be confirmed in Hunan Province, the author discussed the general idea, technical route, work content and steps of water property right-confirming, and provide some reference for this work.
