The southern plain of Junggar Basin is the one of the areas that develop and utilize more groundwater in Xinjiang, and the shortage of water resources is the main factors seriously restricting ：the economic development. The paper studies and analyses the characteristics of ground water level dynamic and the series of geological environment problems caused by groundwater exploitation, and the groundwater utilization schemes based on the groundwater sustainable use will provide technical support for the water resources management department to strengthen groundwater resources and the macroeconomic regulatory.
