摘要
The monitoring in Hunan hasn’t yet developed into a system,without high efficiency and continuality.But it is already feasible to build the system in terms of laws and regulations,regulatory system,data about mine geo-environment and high monitoring technologies.The principle of "Simple,Practical and Efficient" is followed here in discussing its organizational structure,technology,responsibility division,data collecting system,quality control system and security measures,in accordance with realities.Finally a system of four levels is advanced: province,municipality,county and enterprise,which focuses on independent monitoring by enterprises with a combination of regular and emergency monitoring.
