With the continuous development of urban construction, its technological level improves gradually, in this background, the application fields of geothermal resources increased much in Shanghai. In order to standardize the management of geothermal resources, to ascertain the legal and administrative responsibilities, this paper proposes that the land and resource departments should take responsibilities for development and utilization of geothermal resources, based on the properties analysis of geothermal resources.
